1VIIIVUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CI'T'Y OF NORTH OLMSTED <br />JULY 24, 2001 <br />Present: Council President Saringer, Council Members Dailey, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Presetrt: Mayor Musial, Assistant Law Director Dubelko, Clerk of Council Seman <br />Council President Saringer called the meeting to order at 7:04 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Councilwoman Kasler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met at 6:30 p.m. this evening, <br />July 24. Present were Council President Saringer; committee members Nashaz, Miller <br />and Kasler; Council members Limpert, McKay, O'Grady and Dailey; Mayor Musial, <br />Assistant Law Director Dubelko. At a previous committee meeting, several issues and <br />concerns were raised with regard to Ordinance 2001-05. Some of the forms of the media <br />that were included in that ordinance were questioned by some committee members and <br />Council members. After much discussion, the committee requested that the Law <br />Department separate out the one somewhat similar form of media, which is the banner <br />across Lorain Road, and have that iirtroduced separately in legislation amending <br />Ordinance 2001-OS so that, if it were to be approved, it would be addressed prior to <br />Homecoming and fall events. This evening's meeting was held to review the amended <br />ordinance. It was discussed with the Assistant Law Director present and with his <br />comments with regazd to the banner ordinance. There was an agreement that this <br />ordinance represents all the required amendments that were previously discussed by the <br />committee. Further, the committee agreed to discuss other forms of media and other <br />amendments to this ordinance at a later time. The committee asked that the <br />administration and Law Department draft legislation to cover other forms of media so it <br />can be discussed immediately following Council's vacation. The committee <br />unanimously recommended approval of Ordinance 2001-05, as twice amended, and <br />recommended suspension of the rule requiring three readings. In addition to the <br />amendments that were made by the Law Department, it was agreed to change the <br />sponsorship to read on behalf of the Mayor and all of Council. <br />~,,~ <br /> <br />
