Council Minutes of 5/15/2001 <br />Currently at the Rec Center, we have two sets of double doors on either side entering <br />the building. The doors are not in ADA compliance and with the passage of this <br />legislation and the completion of this project the entrance doors of the Rec Center <br />will be ADA compliant. The committee unanimously recommended approval. <br />• Resolution 2001-65, a resolution authorizing the I?irector of Public Service to <br />advertise for bids to repair the roof over the tennis courts at the North Olmsted Rec <br />Center of the City of North Olmsted as detailed in the specs on file and authorizing <br />the Mayor to contract for the same and declaring an emergency. This project will <br />involve placing a new skin over the roof. It will not be a full tear-off as done with the <br />pool and the ice skating center. The committee unanimously recommended approval <br />and passage under suspension of the rule. <br />• Ordinance 2001-67, an ordinance authorizing the City of North Olmsted to enter into <br />an agreement with WTW Architects to provide design services for club house, <br />kitchen and roof improvements at Springvale Golf Course and declaring an <br />emergency. This project will be funded from the 2001 loans that have been <br />authorized previously. The committee unanimously recommended approval and <br />passage under suspension of the rule. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The Safety Committee meeting was held on May 7. Present were Chairman O'Grady, <br />and members Kesler and Limpert; Council Members Dailey, McKay, Saringer, Miller <br />and Nashar; Safety I}irector Jenkins, Traffic Engineer Crriffith and residents. The <br />committee discussed Ordinance 2001-55, an ordinance amending the traffic control file <br />of the City of North Olmsted by relocating and modifying the language upon the two "No <br />Parking, Stopping or Standing" signs on the south side of Sweetbrier Drive at 26821 and <br />26893 Sweetbrier Drive and declaring an emergency. To begin the discussion at the <br />meeting, Mr. O'Grady offered the opinion that this perhaps is an issue of placing the <br />convenience of a few ahead of the safety of a great many. This ordinance in effect does <br />widen the zone where there is no parking, standing or stopping, but then completely <br />eliminates the time where that applies other than when students are going to school and <br />coming home from school. It means that automobiles can park immediately adjacent to a <br />crosswalk used by children any time of the day during the weekday other than the <br />beginning of school and end school hours and any time on the weekends and all summer <br />long. Mrs. Kesler, who is the sponsor of the ordinance, commented that the ordinance is <br />not for convenience it is for safety. It widens the zone and moves the signs. Mr. Griffith, <br />the Traffic Engineer, commented that it's up to Council to make a determination of what <br />is reasonable. Is the size of the zone that's being proposed by this ordinance needed to <br />protect children? What hours are appropriate, does this ordinance in fact make the zone <br />more dangerous? Those were questions that Council had to address. In the State of <br />Ohio, cars must be back 20 feet if a crosswalk is near an intersection or on an <br />intersection. If a crosswalk is midway down the street, as this one is, a car may park <br />immediately adjacent to the crosswalk as long as the front bumper or rear bumper does <br />not cross over the line of the crosswalk itself. Resident Mrs. Weir commented that this <br />ordinance should be as it is written for the hours when the students are coming and going <br />from school only. Mrs. Kesler asked if the police chief had given a decision or his <br />opinion on what is prudent with regard to hours. Mr. Jenkins responded that he has no <br />3 <br /> <br />
