Council Minutes of 4/3/2001 <br />conservative numbers and then translating that into if getting actual figures that will be <br />responsibly spent. She thinks the issue is to reflect the revenue as accurately as possible <br />so that Council has the ability to funnel the residents' tax money back to them in the form <br />of services. She believes the remarks should be taken as a professional disagreement and <br />respect for a disagreement of philosophy. That does not in her opinion, her philosophy in <br />particular, translate into deficit spending. She has explained that in writing and hopes <br />that everyone will take the time to read it. <br />Mayor Musial said he has no difficulties with the comments. He is not taking it <br />personally, but just wanted to be sure that the record is straight because someone looking <br />at this may have the wrong impression. <br />Mr. Miller said that his intention, particularly relative to Mrs. Copfer's comments, was to <br />get as accurate of information as possible. That is Council's job, to receive from the <br />Finance I?irector the most accurately possible information as to what revenue is expected. <br />If they do not have that accurate information, then they cannot properly do their job. He <br />personally believes there has been some underestimating of revenue. He will discuss it <br />further with Mrs. Copfer and perhaps persuade her to see his viewpoint and show her <br />where he feels she is underestimating, in one area in particular, at least $200,000. He <br />thinks that $200,000 can serve a purpose for this city, whether it's paying down debt, <br />buying an extra police car, paving a road or painting a rest room in the Recreation Center. <br />Whatever it may be, those funds are important to this city and we need to have that <br />accurately reported. <br />Mrs. Copfer said that, in her report which was originally given to Council during a <br />committee meeting, she had said that there might be some room for change in the area of <br />estate tax, to which Mr. Miller is now referring. However, she felt it was important to be <br />conservative in that number and then, if it does come in, that would be discussed. In light <br />of the new information on local government being cut in the middle of our fiscal year, <br />that $200,000 might be right out the window come July 1. That is where you do have to <br />be conservative and look at the whole picture. <br />Mrs. Kesler said she thought that this had been resolved at the last Council meeting when <br />it was decided that the three items would be monitored, and Mrs. Copfer would provide a <br />monthly report. She completely understands that the three items must be looked at <br />together to get the whole picture. In that way, should the city receive more revenue than <br />what had been anticipated, adjustments and re-appropriations can be done. <br />With the agenda being completed and there being no further business to come before <br />Council, President Beringer adjourned the meeting at 9:10 p.m. ~~ <br />~fl ~ '.~~ /r~ C.~ f , P' <br />:Barbara L.
