MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />~, OF THE CITY OF NORTH OLMSTED <br />MARCH 26, 2001 <br />8 P.M. <br />Present: Council President Saringer, Council Members Dailey, Kesler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Finance Director Copfer, Clerk of Council Semen <br />Council President Saringer called the meeting to order at 8:02 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />REPORT <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Monday, March 26. Present were committee members Limpert, O'Grady and <br />McKay; Councilpersons Kesler, Dailey, Miller and Saringer; Finance Director Copfer, <br />Human Resources Director Copeland. The committee discussed Ordinance 2001-45, <br />which is an ordinance authorizing the Mayor of the City of North Olmsted to enter into a <br />contract with Jerry Ludvik, the golf pro at Springvale. The only change in the contract <br />was the salary, which will be $4,250, due to newly added duties. The committee <br />recommended approval and suspension of the rule requiring three readings. <br />LEGISLATION <br />Ordinance No. 2001-22 introduced by Councilman McKay was given its third reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2001 as <br />amended. Councilman McKay moved for adoption; seconded by Councilman O'Grady. <br />Roll call: McKay, yes; O'Grady, yes; Nashar, no with comment that, regarding salary <br />increases, the majority of the increases have all been set at three percent. He feels this is <br />what the rest of the salary ranges should include. Roll call continued: Dailey, yes; <br />Kesler, no with comment that the rates in excess of three percent are a concern to her, <br />particularly since they serve to benefit only select individuals throughout the city. Also, <br />she is concerned about the overly conservative revenue projections to the extent that they <br />serve to prohibit this Council from exercising their obligatory control of the purse strings <br />and ties Council's hands with regard to the ability to provide services to this city. Roll <br />call continued: Limpert, yes with comment that he believes that the revenue projections <br />are very necessary. He would be deeply concerned if we fell under the same problems of <br />deficit that we have in past years. Roll call continued: Miller, no with comment that he <br />too is concerned and not satisfied with the explanations for the pay raises that are in <br />excess of three percent. Also, he feels that the revenue projections are underestimated <br />and that it is Council's job to be conservative in spending. That should be the <br />
