Council Minutes 3/6/2001 <br />to have company park in front of their homes. He feels it is a school problem and <br />~~ wondered if the principal had asked the parents not to pick up their children on <br />Sweetbrier. Also, there is room on the school property to expand the parking lot. Mr. <br />Limpert said there had been a lot of discussion with the schools about this issue. As to <br />the original ordinance, it was thought that it would solve the problem by not having any <br />stopping or standing on the non-hydrant side of the street. However, what happened was <br />people were stopping and standing on the hydrant side of the street. They felt it was okay <br />because they were not parking on that side. Hopefully, this ordmance will rectify that <br />situation by prohibiting parking, stopping and standing on both sides of the street. Safety <br />Director Jenkins has contacted the residents in the area and they are supportive of the <br />signs. Mr. O'Grady said he felt calling this a "quick fix" was okay because it is a safety <br />issue. Hopefully, what this ordinance will accomplish is clearing cars away from the <br />immediate area where young children are crossing the street. As Mr. Limpert said, the <br />area residents are supportive. Mr. Kelly noted that one of the residents, Mrs. Weir, who <br />happens to be a school crossing guard, has concerns that the problem will just move <br />further down the street. Safety Director Jenkins said he had spoken to the residents, <br />including Mrs. Weir. He said Mrs. Weir was concerned about the lines of sight. The <br />signs will be placed with that in mind so that the children can see the cars and the drivers <br />can see the children. Mr. Miller said he felt that there is still a safety factor involved with <br />moving the problem down the street. He suggested that the schools communicate on a <br />continuous basis with the parents about this problem. Law Director Gareau wondered if <br />anyone had given consideration to expanding the area of no parking, stopping or standing <br />and making it during school hours only. He feels it would be difficult for residents to <br />entertain if their company cannot park on the street. Mr. O'Grady said he felt two <br />questions were being discussed: 1) the crosswalk and the immediate vicinity around the <br />crosswalk, which he feels should be a full-time and year round prohibition; 2) the impact <br />of cars further down the street, which is an issue than can be addressed at a taxer time. <br />4) Ed Colwell, 3333 W. 231 Street, said he did not feel the lights on Lorain Road were <br />functioning properly as a person should be able to travel down Lorain at 35 mph and <br />make it through all the lights. That is not happening. Mr. Colwell questioned why <br />Ordinance 2001-40 was discussed in a committee meeting before first reading. President <br />Beringer said it was normal procedure for legislation to be introduced and then referred to <br />a committee. However, there are times when legislation is discussed in committee before <br />being introduced. There was a request that this legislation be discussed at a Safety <br />Committee meeting held this evening as the sponsors were requesting passage under <br />suspension of the rules. Whenever legislation is passed under suspension of the rules, the <br />audience is invited to make comments. <br />Councilman McKay made a motion that Council adjourn into executive session for the <br />purpose of discussing the acquisition of properties. The motion was seconded by <br />Councilman O'Grady and passed unanimously. Council adjourned into executive session <br />at 9:45 p.m. <br />°~" Council reconvened at 10:12 p.m. <br />9 <br />
