Council Minutes of Z/ZO/Ol <br />,~,,, heated debate which followed, others echoed Mr. Griffrth's comments and added other <br />reasons that they felt necessitated a motion to recommend tabling. These reasons <br />included: 1) the possibility of changing the location to Pine School on Dover Center <br />Road or Claque Park on Claque Road due to the fact that the rebuild of Butternut Ridge <br />Road is not going to take place this year; 2) the projected cost of, approximately thirteen <br />thousand dollars; 3) the need to take a year or two to study systems in other cities. <br />Responses to each of these concerns included the idea that tabling an ordinance because <br />there may be a need to change a location was senseless as this should happen in <br />committee where adjustments are routinely being made in an attempt to strengthen an <br />ordinance. The concern for the cost pales when one considers that this system could save <br />lives. Although young children may indeed trust the system to keep them safe, they <br />could also trust yellow flashing lights on the sides of roads, yellow flashing lights over <br />roads and paint stripes on the road which signify a crosswalk. After the debate ended, a <br />motion to table was made and passed three to one with Mr. O'Grady voting no. Based on <br />the committee vote, Mr. O'Grady noted he would make a motion to table the ordinance. <br />If the motion to table fails, the Safety Committee will continue to work on this important <br />project. If the motion passes, he will introduce another ordinance to install the system at <br />an alternate location. <br />Mr. Limpert, chairperson of the Streets & Drainage Committee: 1) The committee met to <br />discuss Resolution 2001-10. Present were committee members Limpert, Dailey and <br />Miller; Council members Kasler, O'Grady, Nashar, McKay and President Saringer; <br />Mayor Musial, Service Director Bohlmann and Finance Director Copfer. This is an <br />annual legislation providing for the painting of street markings and the committee <br />recommended approval. <br />Mr. Dailey, chairperson of the Transportation Committee: 1) The committee met on <br />Monday, February 12, in joint session with the Public Safety Committee. Present were <br />Transportation Committee members Dailey, Kasler and O'Grady; Public Safety <br />Committee members Kasler, O'Grady and Limpert; all other Council members including <br />Council President Saringer; Mayor Musial, Safety Director Jenkins, Finance Director <br />Copfer and Service Director Bohhnann. The committee discussed Resohxtion 2001-11, a <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />installation of an in-ground caution light system at the crosswalk of Butternut Ridge <br />Road nearest the driveway for Butternut School and authorizing the Mayor to contract for <br />the same and declaring an emergency. Several issues of concern were raised regarding <br />the ordinance including the following: the cost to the city of installing and maintaining a <br />new control system; the proposed location of the caution light system; the practical usage <br />of such a system as well as several safety concerns. A motion was made to table the <br />ordinance, but there was no second. A motion was made to hold in committee at least <br />until after the Public Safety Committee had a chance to discuss the same ordinance the <br />next evening. The motion was seconded, and the vote was 2 to 1 in favor of keeping it in <br />committee until after the Public Safety Committee meeting at which time further <br />information was to be provided by the City Engineer. <br /> <br />3 <br />
