., <br />"Council Minutes of 12/17/2002 <br />,,,,~, He wasn't completely sure how it would be approached in the temporary appropriations. <br />He is comfortable with this so long as the permanent appropriations shows the line item <br />is being zeroed out. It will achieve the end of being a freeze on the position for a year. <br />Council establishes the organizational chart positions and funds the positions. At any <br />time that Council wants to move in a different direction, they can go back and fund the <br />position. The position is not being eliminated from the organizational chart. Councilman <br />Miller noted that, according to Finance Director Copfer's explanation, the funds are in <br />the temporary appropriations although they will not be expended and those funds are a <br />percentage of the funding that existed in 2002. Mrs. Kasler said that was not the <br />information given to her in order to make her vote. Mr. Miller asked if there was a <br />procedure for allowing a Council member to change their vote. President O'Grady said it <br />could not be done after the result of the vote was announced, and he had done so. <br />Councilman Gazeau suggested a motion to reconsider be made, and President O'Grady <br />agreed. Councilman Gazeau made a motion to reconsider Ordinance 2002-208. The <br />motion was seconded by Councilman Nashar and passed unanimously. Councilman <br />Gazeau moved to adopt Ordinance 2002-208. The motion was seconded by Councilman <br />Nashaz. Roll call: Gazeau, yes; Nashaz, yes; Miller, yes with thanks to Mrs. Copfer and <br />Council for correcting the misunderstanding. Roll call continued: McKay, yes; Limpert, <br />yes, commenting that there are things missing from the budget that he would like to see, <br />but a budget must be passed. Roll call continued: Kasler, yes, with thanks for the <br />explanation and reconsideration. She is voting yes with the understanding that in this <br />temporary appropriations the position of Assistant Fire Chief is in fact funded. Roll call <br />continued; Dailey, yes. The motion passed unanimously. Ordinance No. 2002-208 <br />adopted. <br />Resolution No. 2002-209 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Public Service to make an emergency purchase <br />of a new generator for the LeBern Lift Station, and to authorize the Mayor, if necessary, <br />to enter into a contract for said emergency purchase, all without competitive bidding, and <br />declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman McKay scheduled a Finance Committee meeting for 7 p.m. on Monday, <br />December 23, to discuss Ordinance 2002-175, Resolutions 2002-203, 2002-206, <br />2002-209. The Mayor, Service Director and WWTP Superintendent are asked to attend. <br />Councilman Gazeau scheduled a Recreation Committee meeting immediately following <br />the Finance Committee to discuss Ordinance 2002-207 and the safety concern of security <br />at the Recreation Center. The Safety Director is asked to attend. <br />Councilman Nashaz scheduled a BZD Committee meeting immediately following the <br />Recreation Committee to discuss Ordinance 99-110. The Law Director and Finance <br />Director are asked to attend. <br />24 <br />
