Counci! Minutes of 11/19/2002
that has to be made up, come to them as union members, as residents, as employees.
They are willing to make sacrifices of vehicles and equipment to save jobs of their fellow
employees. A reduction of even one member of any of these forces is a grave disservice
to the residents of this city.
Finance Director Copfer said in July there was a discussion of the details of the shortfalls
of the projected revenue and the unexpected and unanticipated expenses that occurred for
2002. She would be happy to hold a meeting if some people missed that because now we
are even more focused on 2003. We will start 2003 with less than this year and the
projections are for lower income tax revenues, lower investment revenues and possible
cuts from the state.
Councilwoman Kasler said she would like to take Mrs. Copfer up on that offer and asked
that meeting be noted for the Finance meeting in December when the appropriations are
very first discussed. She suggested that the union presidems be invited.
Councilman Gareau said he is concerned that collectively the city has lost its way.
Something is not working, and he is not sure why. He understands that the unions have
been asked to open up their contracts and discuss what they are going to give. But he is
not entirely convinced that they have been told why. Before we get into a situation
where we talk about what employees have to give, he thinks some frank, honest openness
is necessary. The employees deserve that, and he thinks everybody on Council agrees
with that. He hopes the meeting Mrs. Copfer talked about does take place and that this
situation can be worked through with some straight and honest dialogue.
Tom Herbster, 4965 Porter, Road.
^ Asked that a moment of silence be held for WWTP employee Brian Maser's wife
who passed away.
^ He has lived in North Olmsted for over 40 years and has been an employee for over
18 years. With 18 years seniority, his jab is probably not in jeopardy. But it's not in
his nature to sit back and do nothing while others lose their jobs. Over the years, he
has taken an active role in many community activities to make North Olmsted a better
place. He has no agenda here tonight and has nothing to gain. He came to the
meeting because he feels the employees of the City of North Olmsted have not been
treated fairly. AFSCMI/ Loca12681 has stepped to the plate with the city to provide
numerous cost-cutting measures to save thousands of dollars for the city. At a recent
meeting with the directors, Mr. Jesse took three minutes to explain how he's going to
save 2 cents on every box of paper clips that is purchased. The unions are looking at
real and true numbers. They have come to the plate with money items that would
save this community thousands and thousands of dollars. He doesn't think they are
being treated fairly. Also, as to the recent layoffs mentioned by the Mayor, there
were three names that weren't on that list. Three of the five people who were
originally slated far layoffs were union members. Hopefully, this was a honest
mistake and not a ploy by the administration to get the union's attention. Why do
some Lose their jobs while others get top pay wages with no experience? Still others
get raises while some lose their jobs. We miss out on a state bid for salt, and some
14
