Council Minutes 10/15/2002
and others deserve the same education that his children got. Yet, the schools haven't
had the income in the past 7 to 10 years because there hasn't been a levy. As the
schools go, the city goes. She feels Council is actually looking out for the big picture
of the city, not the schools.
Amy Boguski, 27593 Lauren. She attended an excellent school system, Lakewood.
She chose to live here because of the fine school system and wants to keep it that
way. The schools could slip if we do not support them. She commends the city, the
schools and the community for working together to make this a better place to live.
Supporting free schooling is something we should support because we are investing
in our future. We need to work together to find a better funding system. She urges
Council to support the state in finding a new way to fund schools-would like a
resolution to be sent to the state.
Councilman Gateau asked for a point of order. There were working/draft copies of the
resolution and sponsorship issues had come up. There may have been an omission as the
Mayor's name doesn't appear on the resolution. Is he aware of that, and does he want his
name added? Mayor Musial said this is a resolution which is directed only to the Council
participation with regard to the issue. He is going to make his own statement
subsequently. Councilwoman Kasler said she would not debate the issue with the Mayor,
but she never heard of a resolution that was directed to Council. The Mayor has always
had an opportunity to appear on any legislation. Councilman Gateau said the Mayor had
co-sponsored legislation in the past such as the one last fall. Mayor Musial said that was
correct. Councilman Miller asked if the Mayor wanted them to amend it to include the
words, "...this Council and the Mayor?' Mayor Musial said no, that he will sponsor his
own reply to the issue.
Donna Smeal, 24440 S. Oxford Oval. She is hoping that this legislative body will
realize that all the homeowners do support our schools to the tune of $38 million
every year. It isn't that they're saying they don't warrt to give anything to the
schools. Issue 8 does not take back everything that was voted on, even though it was
voted on four times before, the issue passed the way the schools wanted it to. We
need to rerr~ember that student enrollment has gone down, even if expenses and
inflation have gone up. Inflation expenses have not gone up the average 6% that
school expenses have risen every year. it concerns her that statements are going out
in the community that people who care for children in the community will vote no on
Issue 8. She does care for community and students and everyone. How she votes on
November 5 is her own private business. She does become upset when a legislative
body will support those kinds of statements by standing on the same side with people
who make these statements to divide the community.
Don Pangrac, said the document he distributed to Council had been distributed by the
chief financial officer of the school system. He just took the numbers and ran the
percentages. If the projected percentages by the school financial officer are incorrect,
it would be proper for someone to correct the statement and provide better
information. If you compare the percentages of 6% and 5 1/2% and 7.4%, while that
19
