MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />CITY OF NORTH OLMSTED <br />`'~~ TUESDAY, SEPTEMBER 24, 2002 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of Council <br />Seman <br />President of Council O'Grady called the special meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />REP RT <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The committee met <br />this evening to discuss applying for Issue 2 money for the widening of Butternut Ridge Road. In <br />attendance were committee members Miller, Nashar and Limpert; President of Council O'Grady <br />and Councilmen Gareau, McKay and Dailey; Mayor Musial, Finance Director Copfer, Law <br />Director Dubelko and City Engineer Deichmann. The original ordinance called for the widening <br />of Butternut Ridge between Lorain Road and Great Northern Boulevard. The ordinance has <br />been amended to call for the widening of Butternut Ridge between Lorain Road and Dover <br />Center Road. Given the matching fund situation, currently we have $140,000+ borrowed for the <br />library to provide for a turn lane. For an additional $27,000 of capital improvemetrts, we will be <br />able to widen the entire road between Dover Center and Lorain. Essentially for the additional <br />$27,000, we will be getting a $1.08 million project. This project will be done next year. The <br />committee unanimously recommended approval. <br />LEGISLATION <br />Resolution No. 2002-144 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the State Issue 2 <br />Infrastructure Bond Program for funding of various municipal capital infrastructure <br />improvements projects, and declaring an emergency as amended. Councilman Gareau moved for <br />suspension of the rule requiring three readings. The motion was seconded by Councilman <br />Limpert and passed unanimously. Councilman Gareau moved for adoption. The motion was <br />seconded by Councilman Limpert. Roll call: Gareau, yes; Limpert, yes; Nashar, yes; McKay, <br />yes; Kasler, yes, with apologies for amving late as she just arrived home from out of town. She <br />had several questions about the ordinance, but two of her colleagues have quickly given her the <br />information. She appreciates the changes that were made. Roll call continued: Miller, yes, <br />noting that the ordinance was amended. Roll call continued: Dailey, yes. The motion passed <br />unanimously.
