o~ MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MONDAY, AUGUST 26, 2002 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President of Council O'Grady called the special meeting to order at 7:15 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President O'Grady announced that members of the audience were invited to address <br />Council with regard to Ordinance No. 2002-117. There was no audience participation. <br />LEGISLATION <br />Ordinance No. 2002-117 introduced by Mayor Musial was given its third reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002 as <br />amended. Councilwoman Kasler said that she wished to amend Ordinance 2002-117. At <br />this point, Councilman Gareau called for a point of order and suggested that, since there <br />were five separate line item amendments, they should be addressed individually so that <br />Council members would be free to vote on them individually. Law Director Dubelko <br />ruled that would be the safest method. He agreed that Mrs. Kasler should present all the <br />amendments first so that Council members could be educated as to what they were and <br />then the motion and vote be taken individually on each separate amendment. Mrs. Kasler <br />apologized for not having the amendments completed sooner, but it was physically <br />impossible to do so. She presented the following information on the proposed <br />amendments: <br />1. A reduction of $5,100 for 2002 in the line item for the Mayor's secretary. The <br />reason for the reduction, which would also reflect a reduction in 2003 of $15,000, is <br />to make the position more of a clerical position as recommended by the directors to <br />the Mayor during their review of the entire budget. <br />2. From the Adelphia cable franchise fee, $25,616 will remain in the General Services <br />Operation line item to be encumbered for the city's share of the Bradley Woods <br />wetlands costs. <br />3. From the Adelphia cable franchise fee, $12,500 will be placed into the General <br />Services Staff line item in order to retain the Service Department employee in that <br />department for the remainder of the year rather than transferring him to the <br />'"~ Wastewater Treatment Plant until the transfer can be examined further. <br /> <br />
