Special Council Minutes of 8/26/2002 <br />,~,,, no. Roll call continued: Miller, yes; Dailey, yes, commenting that tough times call for a <br />tough decision. This wasn't anything that was just thought of on a whim, but something <br />that has obviously been mulled over substantially and by the advice of the directors. <br />With that in mind, he votes yes. Roll call continued: McKay, no, commenting that his <br />reasoning is that all people should be treated fairly. In this particular instance, he sees <br />one person being singled out. Roll call continued: Nashar, yes. The motion passed with <br />five yes votes and two no votes. Ordinance No. 2002-117 was amended. <br />Councilwoman Kasler made a motion to amend Ordinance No. 2002-117 by using <br />$25,616 from the Adelphia cable money and adding it to the General Services Operations <br />line item. The motion was seconded by Mr. Limpert. <br />The discussion on the amendment began with Councilman Miller asking the Finance <br />Director if an addition would be needed in the revenue line item reflecting this new <br />income. Finance Director Copfer said she will do that on the estimated resources that she <br />sends to the county. Regarding the memo she recently sent about the Bradley Woods <br />wetlands construction which has begun, she and the Clerk of Council aze trying to locate <br />the legislation which specifically identifies that this project move forward. The <br />legislation dates back quite a few years, and she will shaze it with Council once it is <br />located and before the invoice is paid. However, the wetlands construction is necessary <br />for the Crocker Road extension to go through. Councilman McKay wondered what <br />would happen if the city did not pay the invoice. He expressed the view that it seemed <br />ridiculous to him to build a breeding ground for mosquitoes at this time when there are <br />concerns about the West Nile Virus. Councilman Gazeau, who lives near the wetlands, <br />said he shared Mr. McKay's concerns. However, since construction has akeady started, <br />he does not believe the city's non payment of the $26,000 will stop the project, and it <br />could jeopardize the city receiving help from the county to pay for our portion of the <br />road. Mrs. Copfer noted that this wetlands remediation was mandated by the EPA. Mr. <br />McKay said he felt the value of someone's life was more important than the money. <br />Roll call on the motion made by Mrs. Kasler and seconded by Mr. Limpert to transfer <br />$25,616 of the Adelphia cable money to the General Service Operations line item: <br />Kasler, yes; Limpert, yes, commenting that Council did receive notification of this last <br />week. Roll call continued: Nashaz, yes; Dailey, yes; McKay, no; Miller, yes, noting that <br />he agreed with Mr. McKay's comments in regards to the futility of building wetlands, <br />particularly with the current West Nile Virus situation. He will personally call the <br />County Engineer's office to see what abatement, if any, can be done at this point. Roll <br />call continued: Gazeau, yes, commerrting that, if the legislation is not found, further <br />legislation will be needed to pay out those funds. If that is necessary, he looks forward to <br />having a county representative attend a committee meeting to discuss in great detail how <br />they intend to control mosquito problems with this marshland. The motion passed with <br />six yes votes and ane no vote. Ordinance No. 2002-117 was amended. <br />Councilwoman Kasler made a motion to amend Ordinance No. 2002-117 to add $12,500 <br />of the Adelphia money to the General Services Staff line item, which would in effect <br />'"t maintain the Service Department employee position in that department as opposed to <br />~. <br />4 <br />
