Council Minutes of 8/6/2002 <br />consultation with the North Olmsted Police Depaztment. He applauds the city for the <br />~, cooperation that it has provided in so many ways to the schools. A couple of safety <br />officers went with the school district people to look at areas of the city and considering at <br />that point that they did have adequate school crossing guards to transverse the students <br />safely. In July, Ms. Thomas advised him that there was a chance that some of the school <br />crossing guazds would be eliminated. With that, the Boazd of Education did reconsider <br />their decision to eliminate the transportation for these sections. The Boazd of Education <br />and the school administration certainly understands what the city is facing due to the <br />budget crunch. They eliminated 45 staff members this yeaz as a result of having to cut <br />$1.5 million from their budget even after passing the levy. He knows it is very difficult <br />to consider eliminating staff. While school crossing guazds may not be a lot of money, he <br />realizes what the city is trying to do in paring down the budget. He thinks the city is <br />responsible for doing that and concurs with Mr. Dufala's comments in some ways. But <br />he thinks it is responsible to look at all the small expenditures. When you're looking at a <br />child's safety, a small expenditure is not something that they want to worry with, so they <br />are going to continue the busing. They aze going to put it back where they were <br />providing busing before. They realize there are going to be fewer crossing guards and aze <br />meeting later this week with the Police Department and Safety Director to consider where <br />they can most well use the positions. They appreciate the cooperation the city has <br />provided to the schools, and they stand ready to try to support the city any way they can <br />as the city looks at ways to conserve their budget. <br />Patrick Scullin, 5476 Jacqueline and Jim Pavlosky, 5460 Jacqueline. Mr. Scullin said <br />there is a problem on the street with the police coming down and telling the kids that <br />they're not allowed to play on the street. The street is a small cul-de-sac with only 20 <br />houses. They have talked to all the neighbors and have a petition (99% of the neighbors <br />think the kids should be allowed to play 'in the street.) They have talked to Mr. Nashaz <br />about getting the street dedicated as a play street. The police were there today informing <br />that the children will receive $110 citations for playing in the street if they continue to do <br />so. The residents moved onto a cul-de-sac street so the kids can play. With all the things <br />going about throughout the cities, he is confident to have his kids on his street with all the <br />rest of the pazents who aze watching the kids as opposed to sending them somewhere else <br />where the parents are not available. They can't go to a park because there azen't any <br />sidewalks. When the police have come down advising the children they can't play in the <br />street, there has been a pazent out there watching the children. They aze being supervised. <br />He doesn't see what the problem is as they aze playing at the end of the cul-de-sac. The <br />only people that are affected are the last three hours on the cul-de-sac. Is it possible to <br />have this street dedicated as a play street? What has to be done to accomplish this? <br />Councilman Nashaz said last year he had a couple of signs put up on the street saying, <br />"Caution, children playing." Mr. Pavlosky said they appreciated that. Mr. Nashaz said <br />that, as to dedicating the street as a play street, he would have to defer to the Law <br />Director. Councilman Gareau asked if there aze one or two residents that aze concerned <br />about this and initiating the complaints? Mr. Scullin said there was one neighbor making <br />the calls. Of the 20 houses on the street, 19 homeowners aze in agreement that there is no <br />problem with the kids playing in the street. Councilman Gareau asked whether anyone <br />from the city has tried to create a dialogue where the neighbors can discuss this with the <br />13 <br />
