Council MiQUtes of 6/18/2002 <br />Councilman Dailey, chairperson of the Transportation Committee: 1) On June 11, the <br />committee reviewed Ordinance 2002-83, an ordinance amending the Traffic Control File <br />..~ for the City of North Olmsted to provide for the installation of four "No Right Turn on <br />Red" signs at Dover Center Road and Driscoll Lane/Cottonwood Trail signalized <br />intersection and declaring an emergency. In attendance were committee members Dailey <br />and Miller; Safety Director Thomas and Traffic Engineer Griffith. Discussion centered <br />around the necessity for these signs because the intersection in question is not a t-shaped <br />intersection since Driscoll and Cottonwood Trail are not directly across from one another. <br />Councilman Limpert was unable to attend but sent a letter wondering about the time <br />restrictions on the signs, but also understood the shape of the intersection with regards to <br />the proposed ordinance. The committee unanimously recommended approval. It has <br />since been requested that the committee request from the Traffic Department the hours of <br />operation for the traffic signals at the intersection, and that request will go out tomorrow <br />in the form of a memo. <br />AUDIENCE PARTICIPA,ITION <br />Sandy Weir, 26869 Sweetbriar, commented that two weeks ago she had her wallet stolen <br />while shopping at Tops. The Police Department did a wonderful job, and she was totally <br />impressed and would like to say thanks. <br />Dennis Lambert, 25057 Carey Lane. A couple of weeks ago, he complained about <br />decaying asphalt on his street and wanted to thank the Mayor for taking care of the <br />matter. The city did come out and repair that and did repair his lawn. Regarding the <br />matter of the employee and the flag pole, he believes the administration needs to issue a <br />very strong letter regarding the conversion of public property to personal use under any <br />circumstances. The flag pole could have been placed in front of the new library. This is <br />a serious matter that should be handled internally. Regazding the Supreme Court case <br />regarding solicitation, he is not going to say he agrees with the opinion. However, in the <br />past he has suggested that the city bewaze what they pass because it may be <br />unconstitutional. He feels he was right because it was tested and there will probably be <br />more challenges to it. Property owners have a right to dictate who comes onto his or her <br />personal property; however, posting a sign at the door may not be adequate any more. <br />The city has a right to enforce the will of the private property owner. <br />Albert Blum, 3956 Columbia Road, is concerned about a neighbor on Root Road who has <br />built his home approximately five feet higher in elevation than any other house on the <br />street. This has caused problems for him and an elderly widow who lives on Root Road. <br />The neighbor on Root Road brought in fill dirt for their property and caused his back yazd <br />to flood-it turned his yard into a "lake." He has called the city about these problems, <br />but he wants some answers. He cannot use his back yard and has been forced to put his <br />garden in pots. Also, he asked the County Health Department to come out and test the <br />water. It was found to be loaded with mosquito larvae, and now he is worried about the <br />West Nile Virus. Today was the first day he was able to cut his back yazd grass. He <br />wants to know why this has been allowed to go on. As a homeowner, he is asking for <br />11 <br />
