Council Minutes of 4/16/2002 <br />Lane expressed their desire to be included for repairs in the year 2002. The Finance <br />Director had recommended borrowing of $1,500,000 for 2002 as well as 2003. The <br />Mayor's plan to borrow $2,315,000 in 2002 and $685,000 in 2003 was rejected by <br />Council for a number of reasons: inability to predict what the emergencies may be <br />facing the city in the yeaz 2003; funding of Crocker/Stearns; matching projects; <br />uncertainty of the city income. The committee approved borrowing of $1,650,000 for <br />the year 2002 leaving the choice of projects to be finished in 2002 in the Mayor's <br />hands. <br />2) On Tuesday, April 16, the committee met to discuss the Wastewater funding Line item. <br />The Wastewater Treatment Plant presently has $700,000 on hand in their capital <br />improvemens. The rate increase of 1995 was to last until the year 2000 but has lasted <br />until the present time and is expected to last unti12006. Tap-in fees are part of the capital <br />improvements fund used in the sewer improvemens. As background information, Mr. <br />McKay noted that in 1984 the city received a grant from the EPA of $13 million to <br />improve the inflow and infihration into the sewer lines. The EPA granted North Olmsted <br />that funding to take care of those problems. Hydro brakes were put in the Deerfield azea <br />for the purpose of retaining the water in the streets so it could go into the storm sewers at <br />a slower rate. It was a project that failed. However, the result of that was the <br />determination that that the infiltration and inflow was what was causing the problem. In <br />1990, the city had the opportunity of either paying the EPA a $38 million fine or <br />spending S38 million to correct the infiltration and inflow problem. The city chose, quite <br />wisely, to make the repairs. Since that time, the inflow and infiltration has been reduced. <br />Therefore, storm water is not treated as sanitary water, which reduces the cost of treating <br />the water that is put back into the Rocky River. It also has reduced the fines going to <br />EPA. In his opinion, these are same very wise decisions that have been made. <br />Councilman Miller asked if he could add to Mr. McKay's report the request he had made <br />that the streets that had been on the street improvement list for 2000 or 2001 and had <br />been left off this year's list be added for consideration for slab repair. Those would be <br />streets in the Laurell Woods developmem and various other streets off of Dover Center <br />that were not included in this yeaz's list. Mr. McKay said he had no problem with that. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met on Aprii 9. Presets were the <br />committee members, Council members, the Mayor and the Law Director. On the agenda <br />was Ordinance 2002-53, an ordinance creating a new Section 1161.16 of Chapter 1161, <br />"Offstreet Pazking and Loading" of the Zoning Code providing for the establishment and <br />the maintenance of handicapped parking spaces on property zoned for General Retail <br />Business District and Mixed Use. It was the recommendation of the Law Director that <br />this be held in committee due to the fact that the Building Commissioner would like to <br />review the ordinance. The committee agreed to hold Ordinance 200-53 in committee. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets <br />& Drainage Committee met to discuss Resolution 2002-50 on April 9. Committee <br />members Limpert, Miller and Nashaz were present as well as Council Fresideirt O'Grady, <br /> <br />
