The community policing officers are distributing <br />them to all of the major gocery stores in the area with the intent of placing a flyer in a <br />grocery bag to better inform the citizens of North Olmsted. Hopefully, we should be very <br />well prepared for April 8. <br />Law Director Dubelko: 1) He has been continuing to meet with representatives of the <br />RTA regarding the agreement between the city and RTA to reimburse the city for any <br />costs it expends in conjunction with the city's cooperative efforts in the Park-n-Ride <br />facility. The ordinance approving that agreement will be an for final reading on April 16, <br />and by that time we should have an agreement that is satisfactory to the city Law <br />Department and the RTA Law Depaitrnent. <br />2) He has been diligently working on ordinances relating to parking violations, including <br />handicapped parking violations. A lot of the work has been generated by concepts that he <br />had with respect to improving Chapter 351 of the Traffic Code, and a lot by various other <br />city officials who have weighed in on proposed changes. Most recently, he received <br />input from Chief Ruple and from Building Commissioner Conway. His irnent, from the <br />Law Department's perspective is that, when the legislative dust settles on all these <br />ordinances, Section 351 will have the provisions prohibiting parking violations, and <br />particularly handicapped parking violations, in proper form reflecting the process that the <br />Police Department utilizes in serving parking tickets. Secondly, the provisions that are <br />still in Section 351 relating to Zoning Code matters will be placed in the Zoning Code or <br />Building Code so that the city's Planning Commission and BZA can apply these <br />provisions in performing their duties relating to Zoning Code enforcement with new <br />developmerns. <br />3) He also attended the All Nations event at the high school on March 26. It was a very <br />moving event, particularly to someone like him who had two grandparents who went <br />through the naturalization process. He would like to commend Paul Barker and Bob <br />Klabunde on the awards that they received that day. He has gotten to know Paul very <br />well over the last year, and he certainly represents what citizen participation in the <br />democratic process is ail about. <br />4) Our City Prosecutor, Dan Ryan, is doing an excellent job of taking on his <br />responsibilities as the City Prosecutor. He is very computer literate, and he would like to <br />do something to improve the computerized coordination between Rocky River Municipal <br />Court and the Police Depamnern so that he can better track all cases on the docket. <br />Hopefully, with some cooperation on the court's part and on the Police Deparlment's <br />part, we will have a better computerized docket in the future. <br />5} Assistant Law Director O'Malley has prepared several legal memoranda for both the <br />Planning Commission and the BZA attempting to better acquaint each body with new <br />developmerns in zoning and planning law to help them better understand and perform <br />their duties relating to new developments in the city. He has reviewed the memoranda <br />prepared by Mr. O'Malley, and believes they will be very helpful to each of these <br />importarn city boards. <br />6) Council Rule 49 requires that the Law Director provide an opinion an all ordira~;nces <br />imposing fines, penahies, forfeiture or imprisanmern.
