council Miautea of 3/19ro2
Don Pangrac, 23470 Sharon Drive. He asked if there was a timeframe for the Claque
Road project because there is a chuckhole in the right hand turn lane from Claque Road
to Lorain Road heading southbound on Claque, and he would like it to be repaved.
Mayor Musial said the Service Department could take care of it. Mr. Pangrae asked if
there is a policy for the city website. Law Director Dubelko said that is a project the Law
Department is working on, but right now there is no formal policy. Mr. Pangrac said he
was concerned about some of the links to other websites that he feels are ina~ropriate.
Mr. Pangrac requested that the Finance Director give him the amounts of total salaries
and fringe benefits paid by the city for 1999, 2000, 2001 and what is budgeted for 2002.
Finance Director Copfer said she would have the information available by the end of the
week.
Melissa Stockdale, 5996 Louis Drive, is concerned about Ordinance 2002-44 which will
prohibit left turns near Butxernut and Pine elementary schools. She is against this plan as
it will cause residents to drive 3 I/2 miles out of their way to get to the schools. Also, it
is a safety issue for children as parents will be dropping off children in driveways so they
can walk to the schools. She had several suggestions: a traffic patrol officer be placed at
Dover Center and Butternut, which is a highly traveled area; a right turn lane coming out
of Butternut; extending school zones; a no right turn on red sign during school hours at
Fitch and Butternut and at Victoria and Butternut. Because she would have to drive
several miles out of her way, Mrs. Stockdale wondered whether the city should supply a
bus for her children. Councilman Dailey said Mrs• Stoekdale's points were all very good,
and he invited her to attend the Transportation Committee meeting on March 27 when
this ordinance will be discussed. Councilman Miller said the ban on left twins may cause
parents to turn around in driveways and back out into the road which would defeat the
purpose of the ordinance. He suggested that Mrs. Stockdale's comments be given to the
Traffic Engineer for review. Councilman Limpert Hated that the busing issue is not a city
issue, but rather a school board i~ue and the city could not supply a bus. Mayor Musial
asked that Assistant School Superi~endent Sebring and Mr. Frick from the schools be
invited to attend the committee meeting.
Joan Lenz, 6026 Pebblebrook Lane, said she had personally worked with the Butternut
School principal to formulate options regarding fire elimination of busing. They tried to
put together a plan which would be effective as to the safety of children. There will
always be parents who take shortcuts. She would like to see a police officer at the school
driveways directly traffic, but she understands this may not be in the budget. Presidem
O'Grady said that at this time nothing is off the table. Mrs. Lenz noted that the principal
asked that the left turn prohibition time be staggered so that vehicles can make the turns
during less crowded times. Councilman Miller inquired of the Mayor whether the
possibility of putting a police officxr at the schools had been discussed at the meeting
between the city and school administrations. Due to another meeti~ commitment, the
Mayor was not able to remain for that entire meeting. He requested that Safety Director
Thomas, who chaired the meeting, reply to Mr. M'iller's question. Safety Director
Thomas answered the question by saying that members of the administration had met
with members of the school administration. They took recommendations from the school
representatives and did discuss the deploymerrt of not only school crossing guards but
9
