MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />THURSDAY, FEBRUARY 28, 2002 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Limpert, <br />McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Clerk of Council Semen <br />Absent: Council Member Kesler <br />President of Council O'Grady called the special meeting to order at 7:30 a.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORT <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on Tuesday, <br />February 26. Present were all committee members, members of Council, President of Council, <br />the Mayor, the Finance and Law Directors and representatives from RTA. The committee <br />discussed Ordinance 2002-26, which is an agreement with the State of Ohio to resurface Lorain <br />Road from the Lorain County line to Brookpark Road. The city would be responsible for 20% of <br />the project in the amount of $298,000; the State is responsible for $1,192,000, or 80% of the <br />project. The total project is $1,490,000. The committee recommended approval and passage <br />under suspension of the rule at a special Council meeting to be held on Thursday, February 28, at <br />7:30 a.m. in order to meet the deadline set by the State of Ohio. <br />LEGISLATION <br />Ordinance No. 2002-26 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement with <br />the State of Ohio providing for aface-to-face curb resurfacing of Lorain Road from the Lorain <br />County line to Brookpark Road (SR-17), and declaring an emergency. Councilman McKay <br />moved for suspension of the rule requiring three readings. The motion was seconded by <br />Councilman Nashar and passed unanimously. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Nashar and passed unanimously. Ordinance No. 2002-26 <br />adopted. <br />Councilman Limpert moved to excuse the absence of Councilwoman Kesler. The motion was <br />seconded by Councilman Gareau and passed unanimously. <br />With the agenda being completed, President O'Grady adjourned the special Council meeting at <br />7:34 a.m. <br />Barbara L.
