Council Minutes of 2/19/02 <br />puts in place a fee structure that gives Mr. Morgan greater discretion to charge a <br />competitive fee over the course of the next four to six years. The higher range is needed <br />to accommodate the market that may exist five years from now instead of what is in place <br />right now. The amended ordinance will again be discussed in the Recreation Committee, <br />and he will suggest passage under suspension of the rule at the next Council meeting so <br />that Mr. Morgan can proceed with adjusting his fees and printing a Recreation brochure. <br />2) The Recreation Commission met on February 18. Recreation Commissioner Morgan <br />brought to light several very interesting issues. <br />• The city has obtained a $4,000 matching grant to purchase various items for the <br />Recreation Center including plastic benches, outside trash receptacles and even a <br />small piece of playground equipment to be used near the skate park. (Mayor Musial <br />later noted that Administrative Assistant Mary Creadon had secured the grant.) Mr. <br />Morgan commented these items would make a welcome addition to the Recreation <br />Center. <br />• The city is in need of a head administrator and an assistant for the special recreation <br />program. The program requires a commitment on Thursdays from 7 to 9 from <br />October to May. During the summer, the program is Monday through Friday for <br />five weeks from 9 to 3. The special recreation program is a program assisting <br />children who are mentally and physically challenged. It takes a specially qualified <br />person to be able to work with tbese children, and right now we do not have the <br />personnel in place. Anyone who is interested should contact Mr. Morgan. <br />• The commission members toured the facility and observed the nearly completed <br />handicapped accessible program that is in place. There are new electric doors at the <br />front of the Rec Center. Also, the handicapped accessible bathrooms are near <br />completion. Anew multi-purpose room will be completed by the end of the month <br />and will host a number of projects. Commissioner Morgan is very excited about this <br />area, and he is planning to have it filled and used within the next three weeks. Mr. <br />Morgan has invited Council members to take a tour of the facility. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, again expressed his belief that the Rules of Council <br />be codified. Council should "hammer" them out, put them in the code book, vote on <br />them and stick to them and be willing to live with them. Then we will have good <br />government. <br />John Davis, 5862 Barton Road, expressed concerns about the safety of children and <br />adults who walk and ride bicycles on Bradley Road near the Metroparks because there <br />are no sidewalks. Westlake has sidewalks, but North Olmsted does not, and he would <br />like Council to do something about this. Councilman Nashar explained that he had <br />requested that this project be put into this year's appropriations. Mr. Limpert said he <br />wondered whether or not sidewalks should be done on an assessment basis. Mrs. Kasler <br />said she did not believe assessments for sidewalks were made and she does not agree <br />with these types of assessments. At this point, a lengthy discussion ensued as to whether <br />it was the city's responsibility to put in sidewalks or whether it is done through <br />7 <br />
