Council Minutes of 10/21/2003 <br />been put on the list of improvements for the 2005 or 2006 operations and surfacing <br />program. They have identified a scope of work to be performed, and in two or three <br />weeks they will be prepazed to discuss the project with the city. The administration will <br />come back to Council with some recommendations and cost. <br />7) The committee, led by City Engineer Durbin, which is looking into the water issue has <br />prepared a report regazding the possibility of purchasing water from the City of Avon <br />Lake in order to obtain a reduction in water rates for the residents of North Olmsted. As <br />soon as he reviews it, copies will be provided to Council. <br />8) Mr. Michael Stevens, an environmental engineer with the Ohio EPA northeast district <br />office in Twinsburg, stopped by the Waste Water Treatment plant for a surprise tour. He <br />did not have any major concerns with the condition of the plant and operations. He <br />acknowledged receipt of the new national pollutant dischazge emission system permit <br />application and the information binder. He indicated because of his extensive workload, <br />he probably would not send a letter to the Mayor and City Council indicating that there <br />aze no difficulties with the Waste Water Treatment Plant. <br />9) Police union negotiations will begin on November 6. <br />10) The new building inspector, Kenneth Midgely, began work on October 13. <br />11) Fire negotiations aze on-going. <br />12) The Recreation Department is winterizing the parks, and the hockey/skating season <br />has begun. <br />13) Thank you to Tim Conway, the head fleet mechanic in the Service Department. By <br />using creative advertising with flyers and contacting the Northern Ohio Service Directors <br />Association through their website, he was able to sell vehicle 46, a jet truck, for $4,800 at <br />the auto auction. Usually, these vehicles are sold for a minimum bid of $500. <br />Law Director Dubelko: 1) October 8 through October 21, he devoted over 34 hours to <br />prepazation and attending labor management and collective bargaining sessions. In <br />addition to the notices to negotiate from the fire fighters and NOMBL unions, the city has <br />received three notices from the three unions representing various Police Department <br />employees. The management team will meet on October 23 to discuss the Police <br />Department collective bargaining agreements, and the first bargaining session with those <br />unions is scheduled for November 6. <br />2) He attended Board of Control meetings and directors' meetings on October 14 and 21 <br />and a records commission meeting on October 15. During the period October 14 through <br />16, he attended various meetings at City Hall with the Mayor and various directors to <br />discuss Springvale management and finance issues. <br />3) On the evening of October 16, he attended the candidates' night event put on by the <br />League of Women voters. A new format was used this year which provided a non- <br />partisan flavor to the evening. <br />4) After 19 yeazs, the post office delivered a postcazd notice on October 16 from <br />Common Pleas Court noting that the city's attempt to obtain service upon County <br />Treasurer Frank Gaul in the case of North Olmsted vs. Police and Firemen Disability <br />Pension Fund et. al had failed. The case dates back to 1978, and he remembers it well <br />because at that time he was interviewing for the city's law clerk position and Law <br />Director Gazeau asked him what legal strategies he thought the city might use.
