Council Minutes of 9/16/2003 <br />the Mayor answered by the end of next week. Mr. Gareau noted that Mr. Kennedy, one <br />of the residents who attended the committee meeting, is the Service Director for the City <br />of Fairview Park. He understands what a property maintenance program can do for a <br />community as Fairview has an aggressive program. Mrs. Kasler said she felt that we <br />needed to do more as a community and to endeavor to make everyone responsible to their <br />neighbor. If there is a property that seems to be bringing a neighborhood down, a knock <br />on the door might be more appropriate than just adrive-by look at the property. Mayor <br />Musial said he concurred with that approach. Mr. Nashar asked Law Director Dubelko if <br />he wanted to be made aware of property maintenance complaints. Mr. Dubelko said the <br />primary enforcement responsibility is with the Building Department, and the Law <br />Department becomes involved for the small percentage of cases that cannot be resolved. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The Mayor has asked Council to approve the <br />appointment of Mr. Mark Yager from the Architectural Review Board to the Planning <br />Commission for the unexpired term of Kate O'Rourke who has resigned. The term is <br />January 1, 2001 through December 31, 2005. In light of the fact that Mr. Yager is <br />currently a member of one of the city boards and commissions, it was not necessary to <br />interview him. Councilman Miller moved that Mark Yager be appointed to the Planning <br />Commission, and the motion was seconded by Councilwoman Kasler. Roll call: Miller, <br />yes; Kasler, yes; Dailey, yes; McKay, yes, with comment. He has sat in on a number of <br />meetings with Mr. Yager, and he is very good and he is very much in favor of upgrading <br />the City of North Olmsted. He should be a good man for this job. Roll call continued: <br />Limpert, yes, noting that he concurred with Mr. McKay's comment. Rall call continued: <br />Gareau, yes; Nashar, yes. The motion was passed unanimously. <br />2) The Intra-Governmental Relations and Legislation; Long-Range Planning Committee <br />met on September 10 to discuss and interview Mr. John Crook for the position vacated by <br />Mr. Yager on the Architectural Review Board. The appointment, to be effective on <br />October 1, will be from January 1, 2003 to December 31, 2004. Mr. Croak is a resident <br />of Avon Lake, though recently was a resident of North Olmsted. He is an experienced <br />architect who currently works for ADA Architects. Mr. Crook is a graduate of Miami <br />University and also has attended Electronics Technology Institute where he completed an <br />eight-week course on the CAD systems. Mr. Crook was well received and recommended <br />unanimously to fill the position on the Architectural Review Board. Councilman Miller <br />moved to appoint John Crook to the Architectural Review Board. The motion was <br />seconded by Councilman Nashar and passed unanimously. <br />3) The committee discussed the use of the old library site. In attendance for the <br />discussion were Council members Gareau, Kasler, Nashar, Limpert, McKay and Miller; <br />Mayor Musial, Law Director Dubelko; Mr. Lang and Mr. Barker from the Landmarks <br />Commission and Mr. Burns from Friends of the Library. The meeting was held at the <br />request of the Mayor to update Council on the status of the negotiations with the school <br />board in relationship to the old library site and to address the issue of whether the site <br />should be sold or leased. It was the Mayor's proposal to the committee that the city keep <br />the building. One new issue discussed was that the building is not approximately 12,000 <br />square feet but rather 11,000 square feet. Further, the school board indicated that they <br />have no desire to lease space under any circumstances for the Law Department's use. <br />9 <br />.~.. _.., <br />,. <br />;_ <br />
