Council Minutes of 8/5/03
entity that provides the arcade games and some of the refreshments at the Rec Center.
The city will be going out to acquire proposals from various entities to proceed with
enhancements at the Rec Center with respect to the arcade games and other needs.
^ The Westshore Figure Skating Club is becoming inactive. They have been involved
with the recreation complex for quite a period of time. Probably there will be a
successor organization that will take over and will be using the facilities in the very
near future if not already. It was noted that Ms. Drensky has done an exceptional job
of reorganizing ice time. Ice time is extremely difficult to secure, and she has been
reorganizing that to make sure there's more time available for different groups and
individuals.
^ The Fourth of July parade was a success. Youngsters took part in a bicycle
decorating contest, followed by a parade and a picnic at the park.
^ The Fishing Derby was held again this year and was an exceptional event.
^ Two sub-committees of the Rec Commission continue to work on public usage of the
complex and the definition of "family" for the purposes of the "We Care" program
which provides discounts to employees and their families.
AUDIENCE PARTI~IPATIQN
Dennis Lambert, 25057 Carey Lane
^ With regard to the resident notification on the Home Depot issue, if there was not
proper notification, this should be sent back to the Planning Commission for another
hearing. Councilman Nashar noted that Council planned to determine whether the
proper notification was done.
^ Regarding city plans/policies on culverting. Although he does not wish to do so,
some residents in his neighborhood do and have been told there is no city program
any more.
^ About two months ago after speaking with the Mayor, a sewer truck came down to
his neighborhood but it was the wrong sewer truck. They haven't had their storm
sewers cleaned in quite some time. A high velocity vac is needed to clean the storm
sewers before the winter or they will have major flooding like last winter when they
had a broken pipe and the street flooded. The sewers are marginal as they are right
now.
Regarding the termination of the BFI contract. That may sound like a good idea, but
the issue of trash collection is a complex issue. If the city does its own pick-up, they
must deal with tipping fees. Most landfills in this area are BFI landfills. Those cities
that still collect their own garbage dump in BFI landfills. There is a tipping fee for
that, and it has been going up. It is based on a cubic yard of garbage. Garbage
collection machines are basically 30 yard packers, and the city is invoiced for every
packer that dumps. A cubic yard of garbage is a thousand pounds when packed.
Recycling is another consideration because they are not packed and are only one
hundred pounds per cubic yard, which makes it more expensive. He hopes the Mayor
knows what he's doing by terminating the contract because either he will get a
bargain through competitive bidding or we will be knee-deep in garbage in this
community. He suggests the city not only go out for bidding, but that notices be sent
to certain companies, such as Republic Salvage. The city may be opening up
9
