Council Minutes 6/17/2003 <br />~, Councilman Dailey reported that recently a group of WW II submarine veterans gathered <br />in North Olmsted, Ohio for a reunion. The Mayor addressed the group and presented <br />them with a proclamation and City Council sent a congratulatory letter. They were <br />pleased with the welcome by our city officials and happy they chose North Olmsted as <br />their reunion site. On behalf of the veterans, thank you. <br />Law Director Dubelko: 1) On June 5, he advised resident Pat Deis of city ordinances <br />prohibiting posting of signs on parks and recreation property. He did look into the issue, <br />spoke with Mrs. Deis, the Safety Director and the Recreation Commissioner. He is <br />convinced that Mrs. Deis' First Amendment rights were not infringed upon by the city. <br />Subsequently, on June 9, he prepared and circulated a memo azound the various <br />depaztments and divisions of the city reminding all city administrative officials of the no <br />posting laws and stressing that the laws must be enforced uniformly and impartially <br />regardless of the message on the sign posted. <br />2) On June 10, he attended a Board of Control meeting followed by a directors' meeting. <br />The Board of Control approved a contract for Barry Strock Consulting Associates, Inc. <br />regazding the proposed new financial accounting system for the city. <br />3) On June 10, he attended a records commission meeting. The commission is making <br />progress in the task of establishing records retention schedules for all departments in the <br />city. The commission is scheduled to meet again on July 8 and aze hoping to hear from a <br />representative from the Police Department which currently has the best system of <br />records retention in effect in the city. <br />4) On June 10, he prepared an electronic documents memorandum for all departments <br />and division heads reminding all officials of records law issues and potential criminal law <br />issues involved in unauthorized deletions of file, a-mails and other electronic documents <br />in the city's computer system. In connection with this subject, he also spoke with <br />resident Amy Cornish involving her comments at the June 3 meeting regazding deletion <br />of files in 2001. He encouraged her to speak with the police if she believed that anything <br />improper that might have been criminal had been committed. In today's society, we have <br />so many laws that sometimes the average person really doesn't know or really can't even <br />guess whether a particulaz activity violates some criminal law. It's always the better <br />judgment to turn it over to the police for review. He thinks it's a healthy thing for <br />residents to get up and speak to these issues. The Mayor reported there has been a formal <br />report issued by the Police Department, and they concluded no criminal wrong-doing. <br />5) On June 13, he attended the employee picnic at City Hall and enjoyed working with <br />the other directors as one of the cooks. Special thanks for the event should be given to <br />Don Copeland, his department and the committee which organized the successful event. <br />6) He received a number of phone calls from Chamber of Commerce members <br />concerning pending Ordinance 2003-93. The calls were articulate and raised legitimate <br />concerns regazding the scope of the proposed ordinance. He and the sponsor, Councilman <br />Gareau, have agreed that this ordinance does need some more work. It's good <br />legislation, and it is aimed at curing an ill that we have in North Olmsted. <br />7) At the half-way point this yeaz as Council prepares for its vacation, 104 ordinances <br />have been introduced. That's about the same amount as last year. Council is wished a <br />good vacation! They have worked very hard the first six months of this year and have <br />done a good job addressing a lot of tough issues. <br />4 <br />
