Council Minutes of 4/15/2003 <br />His cousin in Arizona pays $6.50 for 1,000 cubic feet of water. Cleveland residents <br />r <br />~,,, pay approximately $8-reasonably close to the Arizona rate. But we are paying twice <br />that. What is it going to take to get some movement here? <br />Councilwoman Kasler noted that Council took action in response to Mr. Pangrac's <br />continual concern by passing Resolution 2003-29. This resolution directs the Mayor to <br />study the feasibility of looking into a new water service agreement and to report to <br />Council on a regular basis regarding this issue. They have heard nothing. It's the <br />Mayor's prerogative not to sign, but the Council did pass the resolution. Therefore, <br />whatever opportunity they have to enforce the request of him, she suggests they take it. <br />Law Director Dubelko said that the legislation was passed, and it is the law so the Mayor <br />is under an obligation to follow up on it. Mr. Pangrac said this is an opportunity to help <br />the residents save money instead of having a tax increase. Councilman Gateau suggested <br />that the City of Cleveland should be contacted and asked to send somebody out to a <br />committee meeting to talk about this issue Councilman Dailey asked the Law Director <br />about provisions of the agreement with the City of Cleveland. Mr. Dubelko said there is <br />an odd provision that, once the initial term of the contract was over, it renews on a year- <br />to-year basis, but we have to give five year's notice to cancel. Mrs. Kasler said she too <br />wished the Mayor were present. She would like to make it known for the record that the <br />approach to this situation was rather delicate on her part, and she went through what she <br />thought was the proper process of trying to get some information. Mr. Miller went ahead <br />with the legislation and asked the Mayor to do what was right. Mr. Dailey said he did <br />not think that Cleveland would be eager to give up control of their property. This will not <br />be an easy process, but it is definitely worth looking into. Mr. Miller said that, as <br />chairperson of Intro-Governmental Relations and Legislation; Long-Range Planning <br />Committee, he would be willing to invite a representative from the Cleveland Water <br />Dept. to attend one of the Council meetings. However, he wants to do this in a <br />procedurally correct manner in light of the fact the Mayor has thus far not done so, but it <br />would be fair to give him time to do so. Mr. Limpert said one question he would like <br />them to be prepared to address is the possibility of co-mingling-perhaps having dual- <br />sourcing for water and metering it. There could be some legal issues of co-mingling as <br />far as Cleveland water and Avon Lake water running through the same pipes. <br />Janet Saringer, 23336 Stoneybrook Drive. <br />^ Inquired whether the Mayor's Sewer Task Force was still meeting. As they go along <br />with the recall petition, the residents hit them with questions that they cannot answer. <br />Some of the things that have come up are related to Service Department problems. <br />Since the Mayor and Service Director are not present, she will place these questions <br />on the record: 1) How does one get a street cleared of pieces of concrete, debris, <br />asphalt, etc. from the winter or from lack of maintenance on the street? 2) What is <br />12 <br /> <br />
