Council Minutes of 3/4/2003
the program have a list of those persons who are authorized to pick-up children.
~°~ Other programs where it's either drop off and pick-up or where the parents attend, do
not have apick-up policy.
^ The issue of tennis courts was brought up as to whether or not the outdoor tennis
courts are going to be built at all at North Olmsted Park. He brought up the
suggestion, because of requests from the pros and the parents who want to watch their
children, the need for a fifth court for tournament purposes. This fifth outdoor court
could be placed at the Recreation Center so that in good weather the pros can teach
there and they can also take advantage of the fifth court which is necessary for the
tournament process.
AUDIENCE PARTICIPATION
Charles Dial, 27959 Gardenia
^ Regarding the on-going issue about buying water from another city, it hasn't been
mentioned that only a small part of the water bill is for water. About 70% is for
sewer tax. Even if Avon could sell us the water for 20^/0 less, it would make almost
no difference. It's not a bad idea to pursue that, but anybody who has delusions of
big savings should think twice.
^ On behalf of recallMusial.com, he noted the City Charter on the city's website is
incorrect. They will work to get the correct text as a public service.
^ As far as recall effort is concerned, there will be more activity with better weather.
The recall mascot Snoopy is continuing to work on sniffing out the comp time and
money trail issues.
^ Would like to encourage everybody to visit the website to get the latest info. People
are starting to come forward with concerns about things going on in the city.
Mr. Limpert noted, with regard to the water issue, that residents can put in an outside
water meter to avoid sewer charges on water used outside.
Dennis Lambert, 25057 Carey Lane
^ Pointed out the city contracts with Cleveland for water are usually 15 or 20 year
contracts. Doesn't see much being done if the city is in the midst of a long contract.
^ Looked at Ordinance 2003-20, 2003-21 and did quick math and came up with
$310,000 or approximately 10% of the city budget going into what is probably
popularly known as the black hole or the General Fund. By transferring this kind of
money to the General Fund, he is putting notice to Council that they are moving
money out of their jurisdiction and into the spending habits of the administration
almost exclusively. It may be good for the short term, but the city is going to be in
dire straits next year should anything catastrophically happen that needs quick
funding. He does have a concern about it.
^ Regarding the bicycle issue, many years ago his wife was reprimanded for riding in
the street with their children. He is totally confused as to where bikes are to be ridden.
He finds it scary to put a little child out on Lorain Road on a 20-inch bike. The city is
going to need to take responsibility for providing safe riding areas for people who
bike
10
