Council Minutes of 3/4/2003 <br />of the Board of Control, if necessary, to contract for the same with the lowest and best <br />bidder. The committee recommended approval. <br />^ Resolution 2003-26, a resolution dispensing with the (RFP) request for proposal <br />process and authorizing the Mayor to enter into a new contract with Professional <br />Service Industries, Inc. (PSI) in order to provide independeirt earthwork and hot mix <br />asphalt paving inspection and testing services in connection with the construction <br />phase at the new North Olmsted library project. Due to the fact that this company did <br />the testing for the geothermal services, it was requested that Council approve the <br />same company to soil test for the hot mix asphalt paving. The legislation was held <br />pending information on the price. The price has been determined to be $5,000, and <br />the committee has now recommended passage as amended. <br />^ Resolution 2003-27, a resolution authorizing the Director of Public Service to request <br />proposals for vazious inspection and testing services to be provided to the city in <br />connection with the construction of the new North Olmsted branch library, further <br />authorizing the Mayor upon approval of the Board of Control, if necessary, to enter <br />into a contract with the firm selected in the RFP process. The tests to be made will be <br />for the pre-cast concrete, masonry assembly, mortar, grout, brick, welded connections <br />and other various inspections. The committee recommended approval and suspension <br />of the rule requiring three readings. <br />^ Ordinance 2(}03-31, an ordinance autharizing the Mayor to enter into an agreement <br />with the North Olmsted Fire Fighters Local 1267 I.A.F.F., which ageement is the <br />collective bargaining agreement between the city and the North Olmsted Fire <br />Department. The committee recommended approval as this was a bargaining <br />agreement recommended by the arbitrator. <br />2) The Finance Committee met to discuss appropriations on Wednesday, February 19. In <br />attendance were committee members Limpert, Kasler and McKay; Councilmen Nashaz, <br />Miller, Dailey; Mayor Musial, Law Director Dubelko, Finance Director Copfer, Safety <br />Director Jesse, Building Commissioner Conway, Fire Chief Klecan and Police Officer <br />Wolf. <br />The budgets of the following departments were discussed: Police Dept. where <br />questions arose as to line item 491 which is supplies in the Alcohol and Education <br />Enforcement. The Finance Director will gather information as the Police Chief was <br />ill and unable to attend the meeting. Also, in line item 243, school crossing guards, <br />there were questions as to how many were relieved and will they be re-instated in <br />2003. The same question was asked about the recall of a corrections officer. The <br />Safety Dept. had no changes. The emergency central dispatch had no changes. <br />Building Dept. had no changes. However, Building Dept. is short an inspector for the <br />property maintenance, and that will be covered by part-time help. Fire Dept., no <br />changes other than the paramedic equipment line item is to be increased. <br />4 <br />
