Council Minutes of 2/4/2003 <br />On behalf of Councilman Miller, chairperson of the Intro-Governmernal Relations and <br />Legislation; Long-Range Planning Committee, Councilman Gareau gave the committee <br />report: 1) The committee met on January 28. Present were committee members Miller <br />and Gareau; Council members McKay and Limpert; President of Council O'Grady; Law <br />Director Dubelko and Mayor Musial. Two items were on the agenda: <br />A discussion of the status of the legislation regarding a proposed request for proposal <br />(RFP) procedure for municipal contracts involving the provision of services. This <br />legislation, Ordinance 2002-72, has been in committee for some period of time. This <br />originally came about in order to establish a more uniform procedure for awarding <br />contracts that would provide services to the city. In other words, we would have on <br />file a list of recommended service providers who could be contacted to submit <br />proposals whereby the Boazd of Control could then award a contract to the individual <br />or company that had the best response as deemed by the board. This is a timely issue <br />as we have had two situations recently, a consulting engineer contract and a plans <br />examiner contract, requiring requests for proposals. The committee is seeking further <br />comment, so the committee again held the legislation with the recommendation that <br />we proceed with expedience and get this matter brought out to the floor of Council as <br />quickly as possible for a vote up or down. <br />Landmarks Commission vacancies. Last November, we had an issue on the ballot <br />concerning changing the qualifications for persons who would be serving on the <br />Landmarks Commission. Presern from the Landmarks Commission were Mr. Barker, <br />Mr. Dubowski, Mrs. Lord and Mr. Corell. They all offered some insight as to where <br />we could be going in getting new interested members who possess the necessary <br />qualifications for the position. It was the consensus of the committee to work with <br />the administration and with the members of the Landmarks Commission to put a <br />qualifications list together. The commission members are so dedicated that they are <br />actually working in an effort that may result in them losing their positions. The <br />qualifications have been submitted to vazious entities in the City of North Olmsted <br />looking for people who might be interested or who have the professional background <br />to offer in the area of historical preservation. It should be noted again that Mr. <br />Dubelko pointed out that, until such time as any replacements are named to the <br />Landmarks Commission, all members will remain in their current positions even if <br />the term is expired. <br />AUDIENCE PARTICIPATION <br />Charles Dial, 27959 Gardenia Drive. <br />^ In previous comments to Council, he said he found no pleasure in participating in the <br />mayoral recall because he much prefers helping leaders to succeed. From his <br />perspective, the recall is necessary because the Mayor does not see he has trusted the <br />wrong subordinates. It is with sadness that he asks Council to consider placing a <br />Charter amendment on the ballot to change our city back to the weak mayor form of <br />government. In a weak mayor government, City Council has the power to veto key <br />administration appointments. We need to temper the impulse to fire the wrong <br />people.
