Council Minutes of 2/4/2003 <br />Q,~„ the recommendations of the various boards and commissions of the city. Councilman <br />~~ Nashar made a motion to recommend approval subject to the recommendations of the <br />various boards and commissions and the non-binding recommendation that the front <br />five pillars be brick. Councilman Gareau asked that the motion be amended to <br />include the change to the landscape plan. Councilman Nashar agreed. The motion <br />was seconded by Councilman Gareau and passed unanimously. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets <br />& Drainage Committee met on January 27. Present were committee members Nashar, <br />Miller and Limpert; Council members Gareau, McKay and President O'Grady; Mayor <br />Musial, Law Director Dubellco, Finance Director Copfer and Service Director Creadon. <br />The following items were discussed: <br />Resolution 2003-9, a resolution to go out for engineering services for the Windsor <br />and Bradley Road culverts. The Windsor culvert must be worked on this year. The <br />engineering is the responsibility of the city on both projects, but we expect to receive <br />an 80-20 split on the total cost of doing the Bradley Road culvert with the county. <br />The engineering work is beyond what can be done in-house, but it is believed some of <br />the actual work can be done in-house by our own Service Department. The <br />engineering work will not exceed $38,000. Funds are available, and the committee <br />recommended approval unanimously. <br />Capital projects were discussed as prepared by each Ward Councilman. Most items <br />on the list were slab repair of concrete streets or fresh asphalt overlays for some <br />asphalt streets. There was also a request for aturn-around on one dead-end road and <br />to improve some drainage along another. We have far more projects than funding <br />will allow. There is a belief some of the asphalt streets may require grindouts. As <br />soon as the weather breaks, a tour will be arranged so that Council might be able to <br />review these projects and try to suggest to the administration some priority. There <br />was some discussion regarding the $240,000 not expended in last year's projects. It <br />seem to be the current opinion that that money should be expended on streets. A <br />request will be made to the Finance Committee to take a look at additional funding. <br />A letter from Mr. Lou Brossard, president of the Sandy Ridge Homeowners' <br />Association was read to the committee. <br />A summary list of the projects for the four wards has been written as well as an <br />independent survey as to the various condition of developments has been presented to <br />Council. Also, a survey and a summary of the street repairs that have gone on by the <br />city that was prepared by the Engineering Dept. was presented. <br />Councilwoman Kasler, chairperson of the Public Safety Committee: 1) The Safety <br />Committee meeting was held this evening. Present were committee members, other <br />Council members, and the Safety Director. Agenda items were as follows: <br />^ Ordinance 2003-11, an ordinance amending Section 1701.18 and enacting new <br />Section 1701.27 of the Fire Prevention Code in order to define fire alarm systems and <br />to assess monetary charges for false fire alarms.
