Council Minutes of 1/21J2tW3 <br />were made. A lot of people know the problems of the Misiunas family, and it wasn't city <br />government at its best handling the problems of the neighbors. Nothing is currently in <br />the Law Dept., but it may be appropriate to take the issue into Streets & Drainage <br />Committee to look at how Swale problems, and this one in particulaz, are handled and <br />whether something can be done. The Misiunas property is one of the nicest on the street, <br />and he appreciates all of Mrs. Misiunas' concerns. The enforcement starts in the <br />Engineering Dept. (which is currently being staffed by new personnel) and then goes to <br />the Law Dept. to make sure what is cited by Engineering is enforced. In 2001, the Law <br />Dept. and some other departments could have done better. It was agreed that these issues <br />would be placed into the Streets & Drainage Committee. The date of the committee <br />meeting will not be determined until Council receives all pertinent files on this issue from <br />the various departments. <br />Dave Boatman, 2093 Brown, president of fire fighters' union. <br />^ Expressed concern for Mrs. Misiunas. At the time, she would have been better served <br />if she had been directed to fire prevention versus the shift captain. However, he noted <br />that fire prevention is no longer staffed. <br />^ Asked Mrs. Copfer what the carryover for 2003 was. Finance Director Copfer <br />answered, $1,328,529. He is confused because last July the city had a $750,000 <br />deficit. People were laid off to get back to basically a zero carryover. Then through <br />the course of the Last couple of months of the year, we went up to a hundred thousand, <br />to three hundred thousand, to nearly seven hundred thousand. Now, we are at one <br />million, three and we laid off how many employees as of December 31? We're <br />talking about not funding the Assistant Fire Chief for 2003. Fire prevention is closed, <br />which puts safety of citizens, fire fighters and guests of the city as a major risk. Why <br />not bring some of these people back? We have more money than anticipated, let's <br />restore some of these people. Another fire fighter is turning in a retirement letter in <br />the middle of February. Citizens are in some serious jeopardy-life, health and <br />safety. Council should be very aware of that when they make appropriations. When <br />the appropriations budget finally gets presented by the Mayor, do not approve it <br />unless it funds the Assistant Fire Chief and brings back one or two of the fire fighters. <br />Right now, nothing is getting done. <br />Finance Director Copfer responded that the seven hundred thousand dollar figure was <br />actually determined two months ago after the collection of income tax in November. It <br />has been two months since she revised the update. She intends on giving her report to <br />union presidents so they may better understand, and she is willing to meet with them as <br />questions arise. <br />Marvin Stolz, 6657 Bretton Ridge Drive <br />^ Received the following letter from the law firm of Seeley, Savidge & Ebert Co., and <br />signed by Gary A.
