Council Minutes of 1/21/2003 <br />McKay. Roll call: Nashar, yes; McKay, yes; Miller, yes, commenting it was his hope <br />that this issue be resolved in a timely manner as Speedway has been very patient. Roll <br />call continued: Dailey, yes, commenting he concurred with Mr. Miller's comment. Roll <br />call continued: Gareau, no, commenting that he would have preferred a vote on the <br />proposal tonight as it came out of committee. He noted that this proposal has been heard <br />at numerous types of meetings over the past 12 months. Roll call continued: Kasler, yes; <br />Limpert, yes. The motion passed with 6 yeas and one nay. The Speedway gas station <br />proposal is returned to the BZD Committee. <br />Councilman Limpert: chairperson of the Streets & Drainage Committee: 1) Reminded <br />Council members to submit their lists for street or drainage issues to be addressed in the <br />2003 capital improvements. A committee meeting will be held next Tuesday to discuss <br />the list and to plan a tour of the sites. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The Public Safety Committee met jointly with the Finance Committee on January 13. <br />Present were the members of the committees, other members of Council, the Safety and <br />Finance Director, and the Mayor. The committee discussed the need to appropriate <br />$90,000 of the HoteUMotel Fund for the purpose of purchasing three police vehicles and <br />providing funds for other police equipment. The Police Chief responded to requests from <br />Council that he provide a rationale for this expenditure by noting that the vehicles were <br />examined by the Service Department mechanics. It was determined that, due to <br />significant rusting in critical areas of these cars, three cars should be replaced. This is a <br />reduced number from some past purchases. The necessity to address this issue <br />immediately rather than wait for a permanent appropriation ordinance is due to the fact <br />that the police cars are purchased through a state bid which provides for significantly <br />lower prices for the required and desired cars, and deadlines are imminent. It was agreed <br />that legislation would be prepared by the Finance Dept. to address this issue, and the <br />committee unanimously agreed to recommend that legislation be approved and to request <br />passage under suspension of the rule. The legislation is Ordinance 2003-7 which will be <br />passed this evening. <br />2) The Public Safety Committee met and discussed the following items: <br />A transfer of a liquor permit was delayed until this evening based on police approval <br />that was missing at that time. <br />The Canterbury Road speed limit. It was discussed that the street was declared a <br />through street in a 1990 repaving agreement with the county. The Safety Director <br />stated that he discussed the speed limit issue with the Chief of Police, and the Chief <br />expressed some concern about raising the limit due to the fact that there is an S curve <br />in the road and the issue of the accident rate on the road. He suggested that, if the <br />limit was raised to 35 mph, the city should monitor the accident rates after that <br />change was made. Also, it was suggested that the speed sign tester and/or radar could <br />be used. The caveat to these suggestions is that a slower speed sign is not an <br />enforceable sign. It was noted by guests that the speed limit was suddenly changed to <br />25 mph from 35 mph, and that no one was notified including the Police Department. <br />7 <br />..~ <br />
