MINUTES OF THE SPECIAL MEETING OF THE <br />COUNCIL OF THE CITY OF NORTH OLMSTED <br />TUESDAY, JANUARY 14, 2003 <br />Present President of Council O'Grady, Council Members Dailey, Gareau, Limpert, <br />McKay, Miller, Nashar <br />Also Present: Clerk of Council Seman <br />Absent: Council Member Kasler <br />President of Council O'Grady called the special meeting to order at 7 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORT -- <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Monday, January 13. Present were committee members Kasler, Limpert and McKay; <br />Council members Dailey, Miller and Nashar; Mayor Musial, Law Director Dubelko, <br />Safety Director Jesse, Service Director Creadon, Finance Director Copfer. The <br />committee discussed Resolution 2002-206, a resolution authorizing the Mayor of the City <br />of North Olmsted to enter into a contract with R. E. Warner & Associates, Inc. to provide <br />consulting engineer services to the city for a period of two months pending the <br />appointment of a new city engineer and declaring an emergency as amended. <br />Councilwoman Kasler stated that .she had reviewed the tape from the previous meeting <br />and, although the tape was of poor quality, most of her concerns have been answered. <br />Also, it was her desire to see the engineering position filled as soon as possible, and the <br />rest of the committee concurred. Mr. Miller asked what had been done to recruit a new <br />engineer, and Mrs. Creadon stated that inquiries have been sent to the mayors of a <br />number of cities. Service Director Creadon supplied Council with a list of engineering <br />societies for ad placement and cost. R. E. Warner is qualified to meet the city's needs <br />with the exception of the building plans certification. The committee recommended <br />approval and suspension of the rule requiring three readings. <br />LEGISLATION <br />Resolution No. 2002-206 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into a contract <br />with R. E. Councilman McKay moved for suspension of the <br />rule requiring three readings. The motion was seconded by Councilman Limpert and <br />passed unanimously. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Resolution No. 2002-206 <br />adopted. <br />
