Council Minutes of 10/5/2004
although not required by law, to bring identification when voting. That may eliminate
:~,,,, the need to use a provisional ballot. Congresswoman Stephanie Tubbs Jones was
concerned about votes being suppressed and asked that communities been mindful of
this. Also, she noted that, in many cases, convicted felons are entitled to vote.
Councilman Miller made an addendum to the Public Safety Committee report: The
Mayor did indicate to the committee that in the Westshore Council of Government
meetings that were held in regard to the two ordinances, nothing had been done to
commit North Olmsted to this central dispatch system verbally or otherwise. North
Olmsted is not committed to participating at this point.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane, is concerned about a clean, smooth running
community. Regarding the task force, asked the Mayor if it is an administrative
interoperational procedure, and the Mayor said it involves the administrative aspect.
Given the history in community and given the tone and fact that the Mayor took criticism
for using Springvale, if he was the mayor, he would not give any impression of
impropriety by using Springvale for events. This issue was a political football during an
election and has carried on and has resulted in a distractive and destructive legal
litigation. There needs to be some integrity going back and forth on these issues. If he
were the mayor, he would be concerned that the task force might be made political. We
need to build bridges, not barriers. He believes questions regarding Springvale by some
Council members could be directed to the Finance Director. He is sure what the Mayor
does behind closed doors will be reported by him when he is ready. He is comfortable as
a citizen knowing that will happen.
Councilman Dailey said, in his personal opinion, one way to erase any impropriety would
be to go back to the very same place, pay the rates that are requested and keep it in the
open. That way, there are no questions-everything is in black and white. About
building bridges-it is a two-way street. Perhaps bringing that one event (NOFI) back to
North Olmsted would have would have been a way to pave that bridge. Any dime that
we can spend in the city helps resident taxpayers and the entire community.
Councilman Gareau said he did not express an opinion about where NOFI holds its event.
His discussion was toward asking for documentation from the Mayor and Safety Director
concerning administratively what was taking place at Springvale. The Mayor has sent a
memo saying he will give essentially none of it, and he hasn't heard back from the Safety
Director. He didn't want to wait, and still doesn't, until the Mayor's committee finishes
its work on Dec. 31 and the year is over and Council is presented with a decision on the
part of the Mayor. He thinks he has an obligation to not wait because it is ultimately
going to be Council's responsibility.
Councilman Miller commented that NOFI is not the first organization supposedly based
out of North Olmsted that he has approached and asked why they are taking their event
`'"" outside of our city. There have been completely non-political organizations, good
13
