Council Minutes of 5/18/2004 <br />,,~. Councilman Gareau asked Finance Director Copfer whether she had given any <br />consideration to the idea of whether Council should revisit the refund issue. Perhaps a <br />system could be in place where residents themselves would make application for refund. <br />It would seem to be an easier method. Mrs. Copfer said she believed the legislation <br />would have to be revisited, but she needs some time to determine the options. Mr. <br />Gareau suggested she find out if the Cleveland Water Department would consider adding <br />inserts to the water bills. In this way, the customers can be made aware of the refund and <br />put on notice that they should apply for the refund. <br />Mayor Musial remarked to Councilman Gareau that he had taken action on his comment <br />about soliciting the help of the Mayors and Managers Association. He is in contact with <br />Mayor Zannotti of Parma Heights, who is chairman of the suburban water review <br />committee, to see what kind of pressure can be exerted through that avenue. <br />Councilman Miller questioned whether the monies that are not claimed in the refund <br />process would have to be sent to the State fund and also whether North Olmsted can <br />charge back the city of Cleveland for the cost of our efforts to credit the customers. Mrs. <br />Copfer answered that there are requirements that we keep the funds for a certain amount <br />of time. As to charging the city of Cleveland, she did not believe that was possible <br />because the ordinance to create the refunds was a local ordinance. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1} <br />The committee met on May 11. Present were committee members Miller, Kasler and <br />Limpert; Council President O'Grady and Council members Nashar, McKay, Dailey and <br />Gareau; Mayor Musial, Law Director Dubelko, Chris Allegra from the Human Resources <br />Department and Police Capt. Wozniak. The following item was discussed: <br />• Resolution 2004-87 authorizing the Mayor to enter into an agreement with the North <br />Olmsted school district to coordinate with the city's Department of Human Resources <br />to provide community service coordination and intervention services as an alternative <br />to or to supplement traditional discipline imposed by the school authorities and <br />declaring an emergency. What we do through our intervention has been very <br />successful. The schools have a grant that they felt they could use, and they decided <br />not to reinvent the wheel. This agreement will put both entities together on this issue. <br />Often the young people involved in these interventions are the same whether its <br />through the city or the schools. During the committee meeting, the Law Dept. noted <br />that some verbiage did need to be cleaned up. The committee approve the resolution <br />unanimously and requested it be passed under suspension of the rules this evening. <br />Council member Kasler, chairperson of the Finance Committee: 1) The committee met <br />on May 11. Present were committee members Kasler, Gareau and Limpert; Councilman <br />Miller, President O'Grady; Assistant Building Commissioner Rymarczyk, Safety <br />Director Jesse, Mayor Musial; guests. The following was discussed: <br />• Resolution 2004-82, a resolution dispensing with the RFP process required by <br />Sections 111.03 of the Administrative Code authorizing the Mayor to enter into a <br />4 <br />
