Council Minutes of 5/18/2004 <br />Councilman Dailey, chairperson of the Recreation, Public Parks & Buildings Committee: <br />`~ 1) The commi±±ee met en Tuesday, May 1 ? . In attendance i~~ere committee members <br />Miller, Nashar and Dailey; Council members Kasler, Gateau, Limpert and McKay; <br />Council President O'Grady, Mayor Musial, Directors Jesse and Driscoll, Recreation <br />Commissioner DiSalvo, Director of Law Dubelko; guests. Agenda items were as <br />follows: <br />• Resolution 2004-84, a resolution authorizing the Mayor to enter into an agreement <br />with T .. & K Heating & Goofing Inc. for an interim maintenance of the heating and <br />cooling equipment at various city facilities and declaring an emergency. Director <br />Driscoll_ advised tha± this is a ar_e-year contract to maintain some of ±he ci±y's IIVAC <br />systems. Th question was asked if this covers all the facilities. Safety Director Jesse <br />advised that it daps not, and that a similar resolution had been prepared far another <br />vendor for a few of the other facilities' HVAC needs throughout the community, and <br />a third would be coming up later in the year. The question was then asked if we could <br />receive better pricing were these contracts combined rather than bid piecemeal. <br />There is a potential for better pricing from awarding a1.1 the work to one vendor. <br />Committee member Mr. Miller made the motion to hold the resolution in committee <br />to have the bids combined by the vendors to see who can best do the work, a± what <br />price and potential savings to the residents. Mr. Nashar seconded, and the motion <br />passed trnanimnusl_y. <br />• Ordinance 2004-85, an ordinance amending Ordinance 2002-14 to clarify and define <br />the eligibility requirements for the "We Care" program and othen~Uise restate the <br />program fees for the use of the Parks and Recreation facilities. Recreation <br />Comm?SSloner D?Salyfl met.±tored that much of the ~xlQrk had been done by thQ <br />Recreation Commission to devise a way far determining eligibility for free and <br />reduced fPPC for city employees and their families and retirees of the Recreation <br />Department. After much discussion as to the pros and cons of keeping the "We Care" <br />prrJo~am in place and trying t^ determine l1aE*~ much m~+?2e}~ tl]e RC~rPatirJ~ rQntPr <br />may be lasing in an already lean budget, it was determined that the best way to handle <br />this ~x1as by doing aln~ay with the "We ('are" program zn itg entirety. There was no secand, and <br />the motion failed. Committee member Mr. Miller made a motion. that ?004-8s re- <br />worked by the Law Dept. to do away with the program. That committee motion was <br />seconded by Mr. Dailey, and the motion passed t~uo to one with Mr. Nashar voting <br />nv. It should be noted by any concerned retirees that the Golden Buckeye Card is <br />honored by the Recreation Center, and those discounts are consistent wish the <br />discounts that had been offered under the "We Care" program. <br />Cuuncilmar~ Gateau, chairperson of the Building, Zoning and Development Carf-unittec: <br />l) The committee met this evening at b:45 p.m. There was one item on the agenda, and <br />that was an administrative review of an arnendmeilt to the preliminary land use plan for <br />Parcel E by Carnegie Management and Development Corporation.
