In addition, Ganley has proposed to clear out the scrub, but yet <br />~` leave the existing mature trees and to plant evergreen trees to screen the parking area that <br />will be on the other side of an opaque board-on-board fence to provide them additional <br />screening. They will consult with those residents as to the placement of those trees so that <br />they can be comfortable that the trees are placed in a manner that will give the optimal <br />screening. With respect to the north side of the property, at the Planning Commission's <br />suggestion, a fence will be provided there as well. Vines will be planted to provide <br />additional screening. The lights that have been talked about are all going to be within the <br />Gamey property. None of them are going to be on the property lines. The city's ordinances <br />require no spillover beyond the property lines, and they have complied with that ordinance in <br />the plan that has been submitted to the city. Finally, with respect to drainage, because he <br />knows that was a concern that was also mentioned, under the city's ordinances it's necessary <br />to provide underground drainage for the hundred-year storm. As part of this proposal, what <br />Gamey is going to do is clear out this area and install 5,000 linear feet of 24-inch drainpipe <br />through this area. That would be required in conjunction with this building. It is more than <br />enough to service this site. What that will do effectively is it will store storm water for a <br />whole area surrounding this. That's going to require the removal of the scrub trees that are <br />there. But additional screening will be provided around the area with consultation and input <br />from the adjacent property owners. <br />John Cooney, 4548 Ranchview, expressed concern about Ganley's maintenance of their <br />property over the years. He thanked all the neighbors who were in attendance and reminded <br />Council and the administration that the residents will have to live with this once this property <br />is rezoned and the project is built. Gamey has not maintained their property for the last <br />twenty years, and he does not expect this to be any different. <br />Tracy Polgar, 4564 West Ranchview. She is a neighbor of Gamey Pontiac, and her <br />backyard looks straight on to their back parking lot. She wanted to mention, particularly for <br />anybody who lives on Ranchview who might be considering that this might be a good idea, <br />what it's like to have Ganley as a neighbor. At times, Ganley has been asked to clean up <br />along the back property, but they never have. It is filled with garbage. She is concerned <br />about drainage because, any time you put blacktop down, water has to go somewhere. The <br />water does not drain properly now, and her backyard is a swamp. With regard to lights, the <br />lights from Gamey intrude into the neighbors' property. She can turn off all the lights in her <br />back rooms and see perfectly in her house. There is also a noise problem. Deliveries are <br />often made at two o'clock in the morning. Also, in order to find cars in the parking lot, the <br />car alarms are set off. Day in and day out, the car alarms are going off. Her neighbor put up <br />a privacy fence at his own expense, but the cars are parked about three inches from his <br />property line, which is in violation of city regulations. She noted that a few years ago Ganley <br />cut down a big beautiful tree on Lorain Road in front of their property, which was done <br />without permission from the city. That type of attitude is unacceptable. She cautioned <br />Council to be careful as the homes are going to be there a lot longer than the parking lot. <br />Steve Calmer, 4429 Root Road. Although this Gamey proposal does not affect him <br />immediately, ultimately it will because it points the way toward a process whereby anyone <br />owning commercial property adjacent to residential property can obtain that residential <br />4 <br /> <br />
