Mr. Limpert noted that the money that was spent in 2003 was actually <br />`""~ appropriated for 2002 and was not going to be enough to complete the entire job. It was <br />,,~, to start it. As a Ward Councilman, he would like it if Council were to consider <br />accelerating the amount of borrowing for street repair. Mr. McKay said he thought all <br />Ward Councilmen will be very happy if Council decided to borrow enough money to take <br />care of every ward in the city. Mr. Nashar noted that the city would be doing patching <br />repairs on streets. Council is currently working with a very tight budget. Mr. Miller <br />wondered when the street sweeper would get into the developments and just how big a <br />chunk of cement can it pick up Service Director Driscoll said the street sweeper had been <br />used on the main streets and is working its way into the developments. Large chunks of <br />concrete will have to be picked up manually as the sweeper is designed to clean dirt and <br />small stones and debris from the streets. Mr. Miller suggested spick-up truck be sent out <br />with the street sweeper to remove the large pieces of debris. Mr. McKernan noted that <br />the street sweeper had indeed come down his street yesterday. <br />Charles Dial, 27959 Gardenia, who lives in the North Park Estates development said he <br />could attest to the fact that the street sweeper did come through yesterday. As far as the <br />proposed street repairs are concerned, he would hope that Mr. Driscoll and Council will <br />give consideration to trying to insure that the repairs are done with the maximum quality <br />possible. He noted the current method being used is to saw cut bad pieces of concrete <br />instead of replacing whole slabs. This method may not hold up well over time. When <br />borrowing money, and money is probably going to get tighter and tighter, it's very <br />important to balance quality of repair with the quantity of repair. Mr. Gareau agreed with <br />that observation and noted he had just had a conversation with the City Engineer and <br />Service Director about that issue. They are looking into that matter and trying to come <br />up with alternative means of addressing the current street situation as saw cutting creates <br />even more seams that eventually will go bad. <br />Steve Fannin, 3784 Claque Road, Apt. 2, lives in an 8-unit ranch-style apartment at the <br />corner of Claque Road and Lorain Road. The tenants have not had garbage pick-up since <br />February 15. The landlord and his management company, S & F Properties, were told by <br />the city to remove the dumpster from the property because of complaints and a lack of <br />compliance. The landlord has not made any of the required arrangements to dispose of <br />the trash even though the requirements are part of the city code. He has contacted the <br />Service Department several times; and, in a letter dated March 12, the Service Director <br />instructed residents that they should take their garbage to the City Hall dumpster until <br />such time as the issue had been resolved with S & F Properties. He did try to deliver his <br />garbage to the City Hall dumpster as instructed by the Service Director. However, no <br />one at the City Hall lobby could tell him where the dumpster resided. In a subsequent <br />phone call with Mr. Driscoll, he was told that S & F Properties had a deadline of Friday, <br />March 19, to provide the tenants with a solution to the lack of garbage service. That date <br />passed with no resolution from S & F Properties. During a phone call the following <br />week, the Service Director indicated 1) the city was working closely with the landlord to <br />resolve the issue; 2) there was in fact a city dumpster at City Hall which the tenants could <br />use; 3) he had driven by the property and had not seen garbage piled up. Mr. Fannin <br />noted the tenants have been disposing of their trash through other means. On Thursday, <br />March 25, the Service Director said that the deadline for the landlord to provide garbage <br />service would be Friday, March 26. That deadline also passed, and today the tenants <br />have been without garbage service for 52 days. Mr. Fannin quoted Section 941.05 of the <br />9 <br />
