;~: MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />WEDNESDAY, MARCH 24, 2004 <br />Present: President Pro Tem McKay, Council Members Dailey, Gareau, Kasler, <br />Limpert, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />Absent: President of Council O'Grady <br />President Pro Tem McKay called the special meeting to order at 7:35 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />RE RTS <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The Finance <br />Committee report includes numerous meetings that the Finance Committee held with <br />regard to the appropriations. The following is a report of the first two meetings and the <br />last meeting which took place this evening. The reports for the remainder of the meetings <br />will be attached to these minutes and incorporated by reference. <br />• The first meeting of the Finance Committee to discuss appropriations was held on <br />Saturday, February 21. In attendance were committee members Kasler, Gareau and <br />Limpert; Councilmen Nashar, McKay, President O'Grady; directors of Finance and <br />Service; guests. The revenue portions of the budget were discussed. The committee <br />discussed estate taxes and the fact that the only estimated revenue included is the <br />amount of $188,000 which is already in the pipeline. This estimate does not include <br />any estate taxes that will be received for the second half of the year. The Finance <br />Director stated that she will not project revenue for this line item past the first half <br />since this is a decreasing revenue line. Mrs. Kasler stated her objections to estimating <br />zero in a fund that will undoubtedly have some revenue. In keeping with last year, it <br />will probably realize another $180,000. The second issue discussed was revenue to <br />the General Fund from the Casualty Loss Fund. This is being done to cover the repair <br />of a seriously damaged vehicle. EMS fees was another issue discussed. The revenue <br />does not reflect any revenue from EMS funds for the 25% of the residential fees <br />collected. It's been requested that this once again be redirected to the General Fund. <br />This was before Council in the farm of legislation and has since been addressed in a <br />different manner. It should be noted that the reduction in the sewer fees for those <br />residents using less than 1MCF of water is not reflected as a reduction in the revenue <br />to the city. The Finance Department has informed Council that it has been unable to <br />determine the amount of this revenue reduction due to the inconsistencies in the <br />paperwork that has been received.
