Council Minutes of 3/16/2004 <br />,,M„ Councilman Miller, chairperson of the Public Safety, Health & Welfaze Committee: 1) <br />s~ The committee met on Mazch 9. All committee members were present as were the rest of <br />Council. The committee discussed Ordinance 2004-42, an ordinance amending Section 2 <br />of Ordinance 99-107 which established the Safe Traffic Oriented Policing (STOP) in <br />order to provide that a portion of the city Prosecutor's salary may be paid from STOP <br />funds. The Finance Director presented a formula in which the dollaz amount to be taken <br />from the STOP fund would be representative of the percentage of STOP cases prosecuted <br />out of the total number of traffic cases prosecuted by the city Prosecutor. This would <br />justify the use of STOP funds for prosecuting STOP cases. In 2004, it's estimated <br />approximately $21,000 will be drawn from this fund. There was some discussion of the <br />possibility of a sunset clause on this, but that was not agreed to. The committee <br />unanimously recommended approval of Ordinance 2004-42. <br />Councilman Dailey, chairperson of the Recreation, Public Pazks and Buildings <br />Committee: 1) The committee met on Tuesday, Mazch 9. In attendance were committee <br />members Dailey, Miller and Nashar; Council members Gazeau, Limpert and Kasler, <br />Council President O'Grady; Mayor Musial, Director of Law Dubelko, Director of <br />Finance Copfer, Safety Director Jesse, Service Director Driscoll and City Engineer <br />Durbin; library branch manager Donna Meyers and guests. The following legislation was <br />discussed: <br />• Resolution 2004-37, a resolution authorizing the Director of Public Service to request <br />proposals for art coordination and procurement services for the North Olmsted library <br />building; further authorizing the Mayor to enter into an agreemen with the proposer <br />selected in the RFP process and approved by the Board of Control and declaring an <br />emergency. It was explained that this resolution will provide for the permanent art to <br />be displayed at the new North Olmsted library. Talk moved briefly into the revolving <br />art displays and the procedures in place for such. Director of Finance Copfer and Ms. <br />Meyers both again explained that this resolution had nothing to do with revolving art <br />and is only for the permanent displays. They explained that the RFP process was <br />being used to help select the correct individual. The committee unanimously <br />recommended approval of Resolution 2004-37 and passage under suspension of the <br />rule. <br />• Ordinance 2004-38, an ordinance authorizing the Mayor of the City of North Olmsted <br />to enter into a new professional services agreement with Jerry Ludvik, the golf pro at <br />Springvale Golf Course for a period of April 1, 2004 through December 31, 2004 and <br />declaring an emergency. Mr. Nashaz had asked if anything had changed since the <br />committee had last discussed Mr. Ludvik's contract in January. Mr. Jesse answered <br />that nothing had changed except for the fact that this contract was being approved <br />prior to its start date rather than retroactively as it had been in the recent past. The <br />committee unanimously recommended approval of Ordinance 2004-38 and passage <br />under suspension of the rule. <br /> <br />6 <br />
