Council Minutes of 3/3/2004
unanimously to hold the legislation in committee until Mr. Friedel and NOSO respond
regarding the longer term commitments.
AUDIENCE PARTICIPATION
Scott McKernan, 27972 Andorra Drive.
• Asked when the repair project on streets in his development that was started last year
would be completed. Mayor Musial said that last year the city had embarked upon a
program of putting in approximately $250,000 into North Park Estates and Sandy
Ridge. The city is contemplating putting another $250,000 into those developments
this year. This will not complete the job but will take care of the major portion. Mr.
McKernan expressed thanks to Mr. Limpert who had been keeping him updated on
this. He inquired about having the street sweeper come down his street. Mayor
Musial said the sweeper is out. The main streets are being worked on now, and the
subdivisions will follow. Councilman Miller commented that at the last committee
meeting he had asked the Service Director about the length of the street project. He
asked the Service Director to speak to that issue. Service Director Driscoll came
forward and said that he recently looked at the streets in both the North Park and
Sandy Ridge developments. It looks like $250,000 a year will take about four years
to get through the developments. Based upon approval, it's his intention to move
forward with a consultant who will come out and do a pavement condition rating for
all the streets in the city. This study will basically evaluate the condition, rate the
condition and give an estimate on the number of dollars that it takes to maintain all
the streets in the city at the present condition, to raise them up to a certain level of
condition, and to make sure that we are on track with our street improvement program
and investing enough money into the projects each year. Mr. Limpert said he would
like to ask the administration, if it does start looking like it's going to take longer than
the original three years, that the possibility of funding greater than $250,000 be
considered.
Roy Garland, 4576 Camellia.
~ Would like to thank Council and the Mayor for appointing the final members of the
Cultural Activities Commission. On Aprit 15 and 16, there will be a dinner theater at
Bev Martindale's. On June 18, 19, 25, and 26, the commission will present their first
major production at Old Town Hall. Auditions will be held on Apri120 and 21. They
would like to city to replace the fan in the HVAC unit in Old Town Hall as it is very
noisy.
Dave Saunders, 6188 Brighton Drive
• As president of the North Olmsted Soccer Organization, he wanted to make sure that
everyone was on the same page and understanding with regard to the issue of the
water system at Barton/Bradley soccer fields. NOSO was started 30 years ago, and
the NOSO Cup began 27 years ago. This tournament has a sizable impact on the city
as the Cleveland Visitors Bureau estimates that the tournament generates
approximately $825,000 for the North Olmsted economy. NOSO considers itself the
"feeder" program for the high school program, a very well respected soccer program
6
