MINUTES OF THE MEETING OF THE COUNCIL <br />'' OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 17, 2004 <br />Present: President of Council O'Grady, Council Members Dailey, Gazeau, Kasler, <br />Limpert, McKay, Miller, Nashaz <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President O'Grady called the meeting to order at 8:04 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The minutes of the Council meeting of February 3, 2004 were approved as written. <br />President O'Grady announced that the following legislation would be considered for <br />passage under suspension of the rules: second reading, Ordinances 2004-11, 2004-12, <br />2004-13; first reading, Resolution 2004-29. <br />REPORTS <br />Mayor Musial: 1) The proposed appropriations budget for 2004 has been distributed to <br />Council along with an administrative suggestion as to capital improvements for the year <br />2004. The capital improvements encompass approximately $1.16 million in slab repair <br />and $90,000 to purchase a truck for the Service Department. <br />2) The library is coming along well and should be .complete the first week in Mazch. <br />3) NOMBL ridership in 2003 increased over 10% from the 2002 levels. The Greater <br />Cleveland RTA has informed the city they are seeking funds for a Phase II expansion of <br />the NOMBL Pazk-n-Ride. <br />4) There have been a number of memorandums that have been submitted to him and <br />various directors which will be responded to as soon as possible. They have been <br />diligently working on the budget. <br />Councilwoman Kasler asked the Mayor if the capital improvements list that he presented <br />to Council was an administrative suggestion or if it was the recommendation of the <br />administration based on sound financial planning and the ability and guarantee and <br />insurances by him that the city has the ability to borrow over a million dollars? The <br />Mayor answered it was the latter. <br />Law Director Dubelko: 1) He recently received a copy of a letter written by a victim of <br />domestic violence who praised the North Olmsted Police Department and both <br />~~„~._. _~~~,,~,~„..~,„,. .r~~.. <br />
