MINUTES OF THE MEETING OF THE COUNCIL '' OF THE CITY OF NORTH OLMSTED FEBRUARY 17, 2004 Present: President of Council O'Grady, Council Members Dailey, Gazeau, Kasler, Limpert, McKay, Miller, Nashaz Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of Council Seman President O'Grady called the meeting to order at 8:04 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. The minutes of the Council meeting of February 3, 2004 were approved as written. President O'Grady announced that the following legislation would be considered for passage under suspension of the rules: second reading, Ordinances 2004-11, 2004-12, 2004-13; first reading, Resolution 2004-29. REPORTS Mayor Musial: 1) The proposed appropriations budget for 2004 has been distributed to Council along with an administrative suggestion as to capital improvements for the year 2004. The capital improvements encompass approximately $1.16 million in slab repair and $90,000 to purchase a truck for the Service Department. 2) The library is coming along well and should be .complete the first week in Mazch. 3) NOMBL ridership in 2003 increased over 10% from the 2002 levels. The Greater Cleveland RTA has informed the city they are seeking funds for a Phase II expansion of the NOMBL Pazk-n-Ride. 4) There have been a number of memorandums that have been submitted to him and various directors which will be responded to as soon as possible. They have been diligently working on the budget. Councilwoman Kasler asked the Mayor if the capital improvements list that he presented to Council was an administrative suggestion or if it was the recommendation of the administration based on sound financial planning and the ability and guarantee and insurances by him that the city has the ability to borrow over a million dollars? The Mayor answered it was the latter. Law Director Dubelko: 1) He recently received a copy of a letter written by a victim of domestic violence who praised the North Olmsted Police Department and both ~~„~._. _~~~,,~,~„..~,„,. .r~~..
