Council Minutes of 2/17/2004 <br />,,, Councilman Limpert moved that the names of Diane Feigi, Michael Gareau Sr., Nicole <br />Dailey Jones and Ron Tallon be placed in nomination for appointment to the Charter <br />Review Commission. The motion was seconded by Councilman Miller. President of <br />Council O'Grady asked if there were further nominations. There were no further <br />nominations and no discussion. The nominations were closed. Roll call: Limpert, yes; <br />Miller, yes; Dailey, yes; Gareau, yes; Kasler, yes; McKay, yes; Nashar, yes. The motion <br />was passed unanimously. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) On <br />February 6, he represented North Olmsted at an airport meeting where the noise <br />compatibility 2003 year end report was discussed. <br />• Aviation activity was as follows: Aircraft operations declined from 331, 899 flights <br />in 2000 to 258,460 in 2003, a reduction of 73, 439. However, the flights are expected <br />to increase. <br />• The flight mix is as follows: There has been a reduction in the large jets, such as the <br />Boeing 737. Those flights went from 14% of the flights in 1999 to 0 flights in 2003. <br />Jets with 40 to 60 seats had a flight reduction from 32% in 1999 to 31% in 2003. The <br />regional jets, which are the most cost-effective, increased from 3% to 45% in the <br />same period. Turboprops dropped from 39% to 15%, and the military aircraft <br />reduced from 14% to 9%. <br />• Runway departures: Approximately 30% were on the northeast runway and 62% on <br />the southwest runway. The other 8% use the minor runways. <br />• Runway arrivals: Northeast runway was 15.7%, southwest was 23.4%, southeast was <br />32.3% and the south runway was 8.5%. <br />• There are 11 noise monitoring sites, but none in North Olmsted. Supposedly, the <br />noise level in North Olmsted is not above the 65 decibels. Jet flights arriving or <br />leaving Hopkins should follow the flight corridors with very little traffic over North <br />Olmsted. The flight corridors are a path that go beyond the end of the runway, and <br />then at a certain level or height the plane is permitted to turn and head toward its <br />destination. North Olmsted may not meet the height level, but we do get the noise. <br />There is a noise hotline available: (216) 265-5220. <br />• The turbo jet airplanes do not have to follow the corridor flights. They are out of the <br />noise level. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on February 10. Present were committee members Kasler, Miller and <br />chairman Limpert; Council members Nashar, Dailey, McKay and President O'Grady. <br />The committee interviewed former long-time North Olmsted Law Director Michael <br />Gareau for a position on the Charter Review Commission. As with the other interviews, <br />it went very well. The committee believes he will be an excellent choice. <br />2) The Mayor would like to reappoint to the Cultural Activities Commission for the term <br />of January 1, 2004 through December 31, 2004 the following individuals: Bonnie App, <br />Laurel Beach and Christine Kilbane. Councilman Limpert moved that Council approve <br />the reappointment of Bonnie App, Laurel Beach and Christine Kilbane to the Cultural <br />5 <br /> <br />
