Council Minutes of 1/20/2004 <br />Councilman Nashar inquired as to who would be making the repairs at Fire Station No. 2. <br />Mayor Musial said it is an in-house project. <br />Councilman Dailey commented that he recently had numerous calls from residents <br />regarding the condition of the city streets, not necessarily the main streets that are being <br />salted consistently, but primarily the inner streets within the subdivisions. He wondered <br />if there had been any consideration given to going back to the old policy of salting the <br />inner streets. Mayor Musial said he has taken drive-throughs of the city streets and, <br />although there may be snow on the street, it does not seem to impede driving if the speed <br />limits are observed. The staff has been instructed to be sure that they salt the curves and <br />the intersections, and much of the time the salt is partially carried through the rest of the <br />street. He can certainly revisit the salt policy if Council wishes. At the same time, <br />perhaps cost figures can be provided as to how much salt is being saved. Mr. Dailey <br />noted that there are problems even when the speed limit is observed. He has slid passed <br />his driveway at 10 mph, which is well under the speed limit. There is a safety concern. <br />Law Director Dubelko: 1) He attended collective bargaining management and <br />negotiating sessions on January 7, 8, 12, 14 and 20. <br />2) He attended an informational meeting at City Hall on January 9 regarding the proposed <br />regional dispatch center. <br />3) He conducted research on January 9, 12 and 15 regarding a legislative request as <br />submitted by Councilman Gareau relating to the recent passage of amended H.B. 12 <br />signed by Governor Taft which establishes astate-wide licensing program authorizing <br />licensees to carry concealed weapons in the State of Ohio. Councilman Gareau's request <br />is to determine whether the City of North Olmsted may lawfully prohibit state licensees <br />to carry concealed weapons on city grounds, including city parks. As applicable to <br />municipal corporations, amended H. B. 12 appears to only prohibit licensees to carry <br />concealed weapons in public buildings owned or leased by municipalities, but doesn't <br />prohibit carrying concealed weapons on public grounds owned by municipalities. The <br />Law Department is researching that issue for Councilman Gareau and will provide advice <br />to him. <br />4) On January 9 and 16, he met with the Mayor and various administrative officials to <br />discuss the issue of the vinyl siding on the cornice peaks and pediments of the library. <br />He was asked to look into that issue, but has not come across any documents to indicate <br />how it started. He does know how it ended the architect, after taking input from <br />various city officials, city boards and commissions, prepared plans and submitted those <br />plans to the Planning Commission, Architectural Review Board and Council's BZD <br />Committee. All the appropriate boards and commissions approved the plans as <br />presented. He advised the Mayor's office that, if at this late stage the plans were desired <br />to be changed, after the cost figures were examined to see whether or not it would be cost <br />prohibitive or not, it would require returning this issue back through the Planning <br />Commission and Architectural Review Board to change what are the officially approved <br />plans for the library. <br />5) He attended Board of Control and Directors' meetings at City Hall on January 13 and <br />January 20. The Board of Control meetings were scheduled to review change orders on <br />the new library project as well as the recently completed Lorain Road rehabilitation <br />3 <br />
