MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 6, 2004 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Law Director Dubelko, Finance Director Copfer, Clerk of Council Seman <br />President of Council O'Grady called the meeting to order at 8:05 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The minutes of the Council meeting of December 2, 2003 were approved as written. <br />REPORTS <br />Law Director Dubelko: 1) Under state law incorporated into the City Charter, he is <br />required to give an annual report at the first meeting of Council each year. He has <br />provided a written report, but will summarize the report: Budget and Appropriations, the <br />department stayed within budget this year as in last year. There is a section dealing with <br />the functions of the various members of the Law Department. Regarding the status of <br />claims and litigations, the city is in good shape litigation-wise. We have had only two <br />actions brought against the city in two years that involve direct representation by the Law <br />Department and had successful results in both cases. In the section on 2003 Legislation, <br />there is commentary on the good government legislation that he thinks Council passed in <br />2003. There is a section on Monies Collected by the Law Department. The department <br />does not collect a lot of money, and this year is was approximately $22,000. Part of that <br />is a demolition deposit that has since been returned to the insurance company. Another <br />section, Other Matters Deemed to Promote Good Government and Welfare for the City of <br />North Olmsted, is broken down into two subheadings. One is Status of 2002 <br />Recommendations for Promoting Good Government. In 2002, he made nine <br />recommendations to Council on things he thought would help the city in 2003. Seven of <br />those were either accomplished or good progress made on them. Recommendations for <br />2004 include: (1) The issue of comp time to become in line with Fair Labor Standards. <br />It is actually in the administration's ballpark, but it has to come back to Council <br />eventually. (2) An organizational chart. It is one of his goals for the city to make sure <br />that we fairly survey all the positions in the city and make sure that there is a legal <br />foundation for every position that's filled. For positions that aren't filled and there is a <br />desire to eliminate, that it be done so legally. (3) Civil Service Commission, there have <br />been discussions in 2002 and 2003 about getting the Civil Service Commission moving at <br />a little better pace in classifying and standardizing positions.
