Council Minutes of 12/6/2005 <br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The <br />committee met on November 29 to interview Thomas Terbrack for the position of Safety <br />Director. At the special Council meeting which followed the committee meeting, Mr. <br />Terbrack was unanimously appointed to the position to begin his service on Wednesday, <br />November 30. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met on November 22, 2005. In attendance were members Barker, <br />Gareau and Nashar; Council members Orlowski and Tallon; Law Director Dubelko, <br />Directors Limpert and Dailey, Assistant Recreation Commissioner Drenski, Springvale <br />Mgr. Young; guests. The following was discussed: <br />• Ratings of video games at the Rec Center, which was an extension from the <br />discussion of October 25. Assistant Commissioner Drenski distributed <br />information related to the ratings of coin-operated industry games. This is a <br />different category than home video games. The ratings system for coin-operated <br />games is basically a voluntary system set up and used by the owners and <br />manufacturers of arcade games. There are no specific guidelines other than a <br />loosely defined three-scale rating system. They are as follows for animated and <br />life-like classifications: green is appropriate for all ages; yellow is mild violence; <br />red is extreme violence. Of the machines that we have at the Rec Center, only <br />two games fall into the yellow category, which is mild violence. It is important to <br />note that neither game displays any blood. There are no red classified machines <br />in our complex. The chairman asked the question if the games were tagged with <br />the ratings. They are not presently, but Mr. Hilton is in the process of ordering <br />and is going to place the rating tags on the machines with a sign posting those <br />respective ratings. Placement and lighting of the game room was discussed. Ms. <br />Drenski will make sure that the lights are on at all times. The committee agreed <br />that the management of the Recreation Center, Mr. Hilton the supplier of the coin- <br />operated video machines, and the administration are doing a good job in <br />monitoring the games. The committee suggested any Council member receiving a <br />complaint about the games should notify Mr. DiSalvo or Ms. Drenski about their <br />concerns. To date, Mr. DiSalvo and Ms. Drenski have had no complaints from <br />residents about the machines. (Mr. Miller took exception to this as he had made a <br />complaint at the request of two residents.) <br />• Marty Young, the Facilities Mgr. of Springvale, discussed golf and banquet status <br />at Springvale. Law Director Dubelko had said that Ordinance 2004-175 was not <br />being followed. This ordinance was passed to establish a quarterly report <br />regarding banquet rentals and to report it to the Board of Control. Mr. Dubelko <br />believes it is a good ordinance and, if followed, will assist in the rehabilitation of <br />the reputation of Springvale. There was discussion between the committee and <br />Law Director, and the committee requested a response from the administration. <br />Mr. Dubelko advised Mr. Young to comply with Section 4 of the ordinance and <br />provide a report with all rentals of the ballroom and Heritage Room for the last <br />four quarters-October 1, 2004 through September 30, 2005.
