~.a <br />Special Council Minutes 11/29/2005 <br /> <br /> <br />several Council Members. He said that earlier this year Council did discuss and <br />recognize the need for the city to have its own cracksealer. Cracks are the major enemy <br />of our roads and one of the reasons why we have spent millions of dollars over the years <br />because the roads have not been properly cracksealed. Anew machine will cost <br />approximately $36,000. We have an opportunity to purchase a used machine with 700 <br />hours on it for $20,000. It is basically on a first-come, first-serve basis. If we wait, there <br />is a possibility that there will not be a machine available that we can buy at this rate. <br />Fleet Mgr. Conway evaluated the machine and was very impressed with the it as it is low <br />maintenance and state-of--the art. It can be used basically at an hour's notice, and there is <br />no need for major clean-outs. He and Mr. Conway recommend the purchase. It is a very <br />simple three-man operation: one person to blow out cracks, one to drive the truck and <br />one to apply the sealing material. This year the city spent approximately $4,000 for <br />cracksealing material which was at a premium price because we did not have our own <br />cracksealer. In the past, we have contracted this work out which is very expensive <br />compared to doing it in-house. The machine can be used any time of year as long as the <br />weather is dry. Sealing the edges of street patching will give better longevity to the street <br />patches. Fleet Mgr. Conway estimates that the machine will have a 20-year life as it is a <br />simple machine consisting of an air compressor, an engine, an oil bath heater and a wand. <br />Councilman Ryan said he thought that during budget hearings Council had decided not to <br />provide capital funds for a machine of this type. Mr. Limpert said it was removed from <br />the budget, but he believed it was delayed to see if it would be financially possible later <br />in the year and if we were able to use the machine this year. Mr. Ryan said it was a great <br />effort to put this package together, but he is troubled that other departments have not had <br />the opportunity to compete for capital dollars. Mr. Limpert explained that the funds are <br />actually funds that were appropriated for street repair material. Due to some other <br />projects that were unforeseen, such as the outdoor pool at the Rec Center and flooding <br />problems, there was not enough time to do as much street repair as planned. These funds <br />are available, but it does take councilmanic action to transfer the funds for the purchase <br />of the capital equipment. He is a strong advocate of the concept of cracksealing. This <br />machine is a wonderful buy at $20,000 as opposed to purchasing a new machine for <br />$36,000. He understands the concern that several Council members have with the timing <br />of this. However, he is confident that this equipment will pay back considerably in street <br />maintenance costs. The machine will be purchased from D.J.L. Materials and Supply. <br />Councilman Gareau moved for adoption of Ordinance 2005-169, and the motion was <br />seconded by Councilman Barker. Roll call: Gareau, yes; Barker, yes; Tallon, yes; Ryan, <br />yes, commenting that he was voting yes completely trusting Mr. Limpert's information. <br />Roll call continued: Orlowski, yes; Nashar, yes; Miller, yes. The motion passed <br />unanimously. Ordinance No. 2005-169 adopted. <br />With the agenda being completed, President Kennedy adjourned the special Council <br />meeting at 6:25 p.m. <br />arbara L.
