Council Minutes of 9/28/2005 <br />8) Charles Dial, 27959 Gardenia, obtained 11 years worth of purchase order information <br />on every purchase made by the city from 1994 to 2004. He feels there were a number of <br />misrepresentations at the WWTP. The amount of money into that department in the form <br />of sewer taxes and the amount of value gotten out of it is highly questionable. <br />9) Jim Burns, 3978 Dover Center Road, said the city did have a Director of Budget & <br />Management years ago. That position was the procurement officer. In 1990, the title was <br />changed to Director of Personnel & Administrative Services. Purchasing was transferred <br />from an administrative service under the Mayor to the Finance Department. He was <br />opposed to the change at that time because it took away part of the check and balance that <br />was built into government. Under the Charter, the Mayor is responsible for budget of the <br />city, not the Finance Director. <br />10) Dennis Lambert, 25057 Carey Lane, thinks Council meetings should be televised. <br />LEGISLATION <br />Resolution No. 2005-127 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to submit an application for State of Ohio Issue 2 <br />Infrastructure Bond Program funding for Great Northern Boulevard reconstruction from <br />NOMBL Lane to County Club Boulevard and declaring an emergency. Councilman <br />Gareau moved for suspension of the rule requiring three readings and noted the <br />legislation had been reviewed in committee. The motion was seconded by Councilman <br />Nashar and passed unanimously. Councilman Gareau moved for adoption. The motion <br />was seconded by Councilman Nashar and passed unanimously. Resolution No. 2005-127 <br />adopted. <br />Resolution No. 2005-128 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to submit an application for State of Ohio Issue 2 <br />Infrastructure Bond Program funding for Lessner Road water main replacement and <br />storm sewer construction from Columbia Road to Walter Road and declaring an <br />emergency. Councilman Nashar moved for suspension of the rule requiring three <br />readings and noted the legislation had been discussed in committee. The motion was <br />seconded by Councilman Gareau. Roll call: Nashar, yes; Gareau, yes; Talton, yes; Ryan, <br />yes, and complimented the Mayor and staff for doing such a wonderful job in this area. <br />Roll call continued: Miller, yes; Barker, yes; Orlowski, yes. The motion passed <br />unanimously. Councilman Nashar moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Resolution No. 2005-128 adopted. <br />Ordinance No. 2005-129 introduced by Mayor O'Grady was given its second reading. <br />An ordinance granting a storm sewer easement located on property owned by the City of <br />North Olmsted, and designated as Permanent Parcel Number 231-32-005 by Cuyahoga <br />County Maps and Records, to the North Olmsted Assembly of God Church, said <br />easement shown on Exhibit "A." <br /> <br />16 <br />
