.` <br />Special Council Minutes of 8/30/2005 <br />,~., LEGISLATION <br />Ordinance No. 2005-27 introduced by Council Members Miller, McKay, Nashar and <br />Kasler was given its second reading as twice amended. An ordinance providing for the <br />submission to the electors of the City of North Olmsted of an amendment to Sections 1, 2 <br />and 3 of Article IV, and Sections 2 and 4 of Article IX, of the Charter of the City of <br />North Olmsted to provide for the President of Council to be a member of Council <br />appointed by a majority of the members of Council, rather than a separately elected <br />office, and declaring an emergency, as twice amended. <br />Resolution No. 2005-117 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Board of Control to approve and the Mayor to execute an <br />amendment to the city's contract with Middough Consulting, Inc., providing for <br />additional architectural services to be rendered in connection with the administration's <br />proposed expansion of the City Hall front entrance project, and declaring an emergency. <br />Councilman Gareau made a motion to suspend the rule requiring three readings and noted <br />the legislation had been reviewed in committee. The motion was seconded by <br />Councilman McKay. Roll call: Gareau, yes; McKay, yes; Barker, yes; Miller, no; Ryan, <br />no; Nashar, yes; Tallon, yes. The motion passed with five yes votes and two no votes. <br />Joseph Bouman, 23950 Gessner Road, asked the amount of the increase and the amount <br />of the original cost. Councilman Tallon said the increase in the cost from the anginal is <br />approximately $14,000, and the original amount was $24,000. Councilman Gareau made <br />a motion to adopt 2005-117. The motion was seconded by Councilman McKay. Roll <br />call: Gareau, yes; McKay, yes; Barker, yes; Miller, no; Nashar, yes; Ryan, yes, with <br />comment that the City of Westlake built a new City Hall to the tune of about $9 million. <br />Even though this is discretionary spending, he must compliment the administration that <br />this is probably the cheapest way possible to get extensive renovated space and additional <br />office space for the people who work for the city. Even though it's discretionary <br />spending, he must go ahead and vote yes. Roll call continued: Tallon, yes. The motion <br />passed with six yes votes and one no vote. Ordinance No. 2005-117 adopted. <br />With the agenda being completed, President Kennedy adjourned the special Council <br />meeting at 8:25 p.m. <br /> <br />Kevin M.
