Council Minutes of 8/16/2005
Councilman Gareau asked for a personal point of privilege to comment on Mr. McKay's many
years of service. He has served for a long time, and there have been a lot of changes but the one
thing that has remained constant his Mr. McKay's dedication and devotion to the city, and his
professionalism was never lacking. He very much appreciates Mr. McKay's service to the city.
AUDIENCE PARTICIPATION
John Davis, 5862 Barton Road, first came to a Council meeting in February of 2002 to speak
about a safety concern for residents who wanted to access the Metroparks on Bradley Road as
there were no sidewalks. It has taken several years, but with the help of Councilman Nashar and
former Mayor Musial, the sidewalk project is now finished with the Metroparks completing their
portion. He made a commitment to come back and express his thanks when the project was
completed, and he is keeping his word. He thanked Mr. Nashar and Mr. Musial for their efforts.
It was agreed by all that this was an important project for the city and the residents. Mr. Davis is
to be congratulated for bringing this issue to the attention of the city. Resident involvement in
bringing issues to the attention of Council and the administration is often the impetus to getting
things done. Mr. Davis was thanked for his efforts.
2) Chris Glassburn, 26580 Butternut Ridge Road, expressed his views of Ordinance 2005-27 that
it might not be the best time for the city to go forward with this as we have just moved to non-
partisan elections and this may look to be more of a partisan move. Regarding the issue of the
appointment to the Ward IV Council seat, he suggested that Council consider another person
besides the two individuals who are running for election in the ward. Since there is an election
soon, it might not be quite within the best interests of the city to give an endorsement in effect to
one candidate or the other by appointing one of them. When one is chosen, it kind of gives the
Council's seal of approval that's the better candidate.
Don Pangrac, 23470 Sharon Drive, is concerned that some businesses on Lorain Road, especially
Charter One Bank and Cornerstone Plaza, do not have a sign at their driveway exits that say
"Right Turn Only." This is a safety hazard. Planning Director Wenger came forward to
comment on Cornerstone Plaza that the access point onto Lorain shall be right turn only and
they're still completing the site so that sign should appear soon. Councilman Miller suggested
the Safety Director ask the Police Dept. to determine if there is a safety hazard at the exit of
Charter One Bank.
Margaret McKay, 5197 Columbia Road, thinks the idea of sending snacks and clothing to the
service people is good. She takes clothing and bags of essentials to the Brecksville Veterans
Hospital. As to cash donations, she suggested called the veterans' affairs office and they will
provide information on where the send the cash.
Joseph Bouman, 23950 Gessner Road, thanked Mr. & Mrs. McKay for their service in the Air
Force and thanked Mr. McKay for his service to the city. He is officially announcing that he is a
write-in candidate for Mayor. The major issue of his campaign is voting. In the election a few
months ago, less than 4,000 people voted out of 35,000 residents. This is the worst voting turn-
out of any city of our size in 12 years. If voters have that little interest in our officials who are
running our city, then we deserve the kind of service we're going to get. Also we need more
15
