Council Minutes of 8/16/2005
Personnel Department. Computer installations are continuing. The department conducted a
meeting through our employee assistance program to address concerns of Recreation Center
employees who were affected by a tragedy that occurred at that facility.
Planning Department. Interviews for the Recreation plan consultant were conducted on August
10. The interview team is currently finalizing its recommendations and will present these to the
Board of Control. The team will also discuss the scope and project budget with Council before
the project proceeds. The Community Development Block Grant Citizens Advisory Council is
well under way with their task of identifying a potential project for the fiscal year 2406
competitive municipal grant program. The group has recommended pursuing ADA accessible
restroom facilities and other amenities in the North Olmsted Park. More information and input is
required before the grant application is made. A public hearing will be held on Thursday,
August 25 at 7 p.m. in Council Chambers. On Crocker-Steams, representatives from the County
and their consultant will be available to Council for a question and answer session regarding the
Crocker-Stearns extension. That Streets & Transportation meeting will be held on August 30.
Safety Department. Several city personnel will be attending the high-rise life safety conference
in Chicago. In Police, we are looking for updates in our car cameras going to a digital
programming system that in fact runs continuously. Smokey Bones is pulling their permit to
build a new restaurant at the Great Northern Mall. Safety Director Limpert, Planning Director
Wenger, Recreation Commissioner IIiSalvo and Councilman Gareau were the team that
interviewed for the Recreation plan. There was a special night at the Rec Center where a $2
admission was charged for open swimming, open rink and special demonstrations of programs
and activities that are available through the Recreation Center. This was very well attended as a
kick-off both to showcase our facility and to kick-off our registration.
Service Department. The Sandy Ridge concrete replacement program continues. Concrete has
been placed on the south side of Sudbury and the aprons have been replaced. The north side of
Sudbury is now being removed and prepared for concrete pavement. The pavement on the south
side of Fairfax has been placed and the aprons are presently being replaced. In North Park
Estates, all pavement on Camellia has been replaced up to the circle at Wisteria. A portion of
that circle has been removed and is prepared now for concrete installations. Concrete pavement
has been replaced on the south side of Nandina and east side of Azalea and the aprons have been
restored in those locations. The north side of Nandina and the west side of Azalea are now being
excavated. Under our asphalt program, the asphalt pavements have been recycled at North
Olmsted Park, North Park Drive, Florence Avenue and Lucille Drive. The Senior Center parking
lot has been sealed. An asphalt leveling course has been installed on our recycled pavements and
most of the parking lot. The existing concrete on Byron Drive and the concrete portion of
Lucille have been gutter-ground and seal coated and an asphalt leveling course has been installed
at those locations. The pavement marking program-the striping of all the white long lines is
well underway, and the yellow long lines are scheduled to begin tomorrow. City crews are
proceeding nicely with the painting of all crosswalks, stop bars, arrows and words on pavement.
Law Director Dubelko: 1) Congratulated Dean McKay on the occasion of his last regular
meeting as a member of City Council. It has been his pleasure to work with Mr. McKay for
many, many years-first as Assistant Law Director and now as Director of Law. When he
3
