Council Minutes of 8/16/2005 <br />years of all the events he was not able to attend and do while his family and grandchildren were <br />growing up because he was doing Council's business. May God bless him with many happy <br />times spent with his family, and most especially on Tuesdays. <br />Councilman McKay said he wished to say thank you to all his Council colleagues, past and <br />present, the Council Presidents past and present, Mayors past and present, all elected officials <br />past and present, and all of the city employees with whom he has had a good working <br />relationship throughout his 23 years. Thanks to the residents of Ward 4 for allowing him the <br />opportunity to represent them in city business. And thanks to his family who has supported him <br />through these years, and most especially to his wife. <br />Councilman Nashar commented that Mr. McKay has always been a fighter for his ward and has <br />always supported his people. Mr. McKay always stood up for what he believed in. He wished <br />Mr. McKay the very best in his retirement. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met this evening, and in attendance were committee members Ryan and Miller; <br />Councilmen Nashar, McKay, Barker; Councilman Gareau arrived during the meeting; Law <br />Director Dubelko and various guests. The committee first discussed two liquor license time <br />extensions: <br />• Red Lobster, soon to be located at 4954 Great Northern Mall. The Police Dept. <br />recommended that no objection be made. The committee recommended that Council not <br />object to this time extension. Councilman Miller moved that Council not object to the <br />liquor license time extension for the Red Lobster at 4954 Great Northern Mall. The <br />motion was seconded by Councilman Ryan and passed unanimously. <br />• "Just a Bar" at 27092 Lorain Road. This is the site of the former VFW near Dover <br />Center Road. The Police Dept. had initially asked this to be on hold due to the fact the <br />form was incomplete and more information was needed about the applicants. Amore <br />thorough review was done. The Police Dept. will be observing the operations of this <br />establishment closely; however, they recommended to not object. They had no <br />objections to the parties involved in this operation. Mr. Ryan expressed concerns about <br />issues at the bar, particularly activities in the rear of the bar, activities that may be a <br />combination of misbehavior as well as illegal activities and made a motion to object. The <br />committee vote was 1-1 and, on recommendation of the Law Dept., the issue is now open <br />to all of Council for a vote. Councilman Ryan made a motion that Council object to the <br />extension of the time for the license. There was no second, and the motion died. <br />Councilman Miller made a motion to not object to the liquor license time extension at <br />27092 Lorain Road. The motion was seconded by Councilman McKay. Roll call: <br />Miller, yes; McKay, yes; Barker, yes; Ryan, no, with comment that he believes our police <br />are serving the community better by spending their time watching all the neighborhoods <br />rather than concentrating on watching a specific bar. Roll call continued: Gareau, yes; <br />Nashar, yes. The motion passed with six yes votes and one no vote. <br />2) The committee next discussed a letter received from the Assistant Fire Chief, with an <br />attachment from the Fire Chief. The letter met the requirements Mr. Miller had set forth as to <br />accountability in selection of the fire station site. It meets the requirements as to their <br />9 <br />
